The City of Virginia Beach Public Works Engineering Stormwater Management Regulatory Division is hiring a Stormwater Regulatory Engineer to support implementation of the City’s Virginia Stormwater Management Program (VSMP) for its Capital Improvement Program (CIP). Public Work Engineering implements the Roadways, Coastal, Stormwater Quality, and Flood Protection Program CIP sections. This Division is responsible for reviewing project design submittals for both stormwater and erosion and sediment control compliance. It’s also responsible for administration of the City's Municipal Separate Storm Sewer System (MS4) Permit.

This position may be classified as an Engineer II ($66,930.00 -$103,741.50) or an Engineer III ($77,479.80 - $120,093.69) depending on qualifications and experience of the selected applicant.

Representative work duties include but are not limited to:

  • Review of design submittals for compliance with the City’s stormwater management and erosion and sediment control ordinances,
  • Construction site inspection regulatory oversight,
  • Program Management support for the implementation of the City's MS4 permit requirements,
  • Project management for water quality improvement projects,
  • Contract Management,
  • Coordinate with City departments, outside agencies, and the public,
  • Conduct field assessments

Engineer II Minimum Qualifications: Requires a Bachelor’s Degree from an Accreditation Board for Engineering and Technology (ABET) approved engineering or engineering technology program with possession of an E.I.T. (Engineer In Training) Certificate and two (2) years of progressive professional experience.

Engineer III Minimum Qualifications: Requires a Bachelor’s Degree from an Accreditation Board for Engineering and Technology (ABET) approved engineering or engineering technology program with possession of a Professional Engineer (P.E.) license from the Virginia Board of Architects, Professional Engineers, Land Surveyors, Certified Interior Designers and Landscape Architects (APELSCIDLA) and five (5) years of progressive professional experience.

This position will be Open-Until-Filled; however, a first review of the candidate submissions will be completed by March 19th. Applications submitted on/after that date will only be considered if the candidate pool needs to be expanded or additional new positions become available.

Minimum Requirements:

We are looking for candidates to have experience with municipal projects, stormwater design, project management, stormwater permitting, construction, and regulatory requirements; familiarity with City of Virginia Beach Ordinances and the Public Works Design Standards Manual are preferred but not required. The candidate would also demonstrate the ability to utilize computer software such as Office 365applications, ArcGIS Online, and SharePoint to support data management and production, and effectively communicate through oral and written means. Virginia DEQ Erosion and Sediment Control and Stormwater Management Certifications are also preferred. VRS Contribution:   All full-time employees are required to contribute 5% of annual salary toward their retirement account; in accordance with VRS retirement provisions. This will be handled through a pre-tax payroll deduction.
