A $2,500 hiring bonus is being offered for this position.  Hiring bonuses shall only be for new hires of original employment or reemployment as defined in Human Resources Policy No. 5.0.

  • $500 will be awarded in the first paycheck.
  • $750 will be awarded upon completion of the six (6) month interim performance evaluation with an overall rating of “Meets Expectations”.
  • $1,250 will be awarded upon completion of the employee’s one (1) year probationary period and a performance evaluation with an overall rating of “Meets Expectations”.

The Virginia Beach Department of Human Services (VBDHS) seeks a social work professional that under the supervision of a Human Services Supervisor will be responsible for providing case management services for children and families that have or have been involved with Child Protective Services (CPS) investigations or family assessments. Case management services may be provided in-home services, prevention services, and post foster care services.

Duties:

  • Provide case management services for families that have complex challenges. 

  • Facilitate teaming meetings to build a positive rapport with the children and families being served. 

  • Refer clients to Family Assessment & Planning Teams. 

  • Engage with children and families to ensure that specific needs are addressed. 

  • Conduct initial and continuous assessments of foster homes to ensure the foster parents and engage clients in the community in a variety of settings to include family homes, schools, and hospitals.  

  • Document client contacts and interaction in a variety of digital case management applications 

  • Consult with supervisory team members, and city attorneys regarding the safety, wellbeing, and permanency of children. 

  • Assess child safety and risk utilizing a variety of structured decision-making tools, interviews, and observations. 

  • Respond to allegations of child abuse/neglect in the community after normal business hours.  

  • Prepare strengths-based service and action plans in partnership with families and community partners. 

  • Attend pertinent court hearings, prepare court documents, and testify in court hearings. 

  • Standby-on-call CPS responsibilities after normal business hours on a rotating basis. 

  • Prepare after care plans in partnership with families. 
  • Present family cases before the Family Assessment & Planning Team (FAPT).

Minimum Requirements:

Family Services Specialist I Minimums:
Must possess a minimum of a Bachelor's degree in a human services field (social work, counseling, gerontology, guidance and counseling, family and child development, psychology or sociology); or possess a Bachelor's degree in any field accompanied by a minimum of two (2) years related experience in a human services area. Must have a current and valid driver’s license

Family Services Specialist II Minimums:
Requires a Bachelor's degree in a human services field (social work, counseling, gerontology, guidance and counseling, family and child development, psychology or sociology) and three (3) years of experience in a human services field; or possess a Bachelor's degree in any field accompanied by a minimum of five (5) years of related experience in a human services area. Experience requirements must include two (2) years in Child Protective Services. Must have a current and valid driver’s license.

All employees may be expected to work hours in excess of their normally scheduled hours in response to short-term department needs and/or City-wide emergencies.

Special Instructions:

This position is designated as an Alpha I position.  In the event of an emergency, employees shall be required to report to their emergency assignment as directed by their supervisor. 

Actual job level (e.g. I or II) will be determined on the qualifications of the selected applicant and made part of the job offer. This position may be filled as either a FSS I or FSS II depending on the qualifications of the selected applicant. The associated pay grades and ranges are as follows:

FSS I: G.23 $49,944.20 - $77,413.51
FSS II: G.25 $55,063.50 - $85,348.43

VRS Contribution:   All full-time employees are required to contribute 5% of annual salary toward their retirement account; in accordance with VRS retirement provisions. This will be handled through a pre-tax payroll deduction.
