Job Duties:

The City of Virginia Beach Department of Economic Development helps businesses start strong, grow smart and go global.  Our dynamic team is looking for a highly organized, motivated individual to prepare, track, and monitor Department funds, receive and issue payments, and maintain accurate finance/budget records as an Administrative Technician.

Additional duties of this position include, but are not limited to:

·   Assist in the preparation of the annual operating budget by coordinating and assembling the input from multiple budget codes or work units into a comprehensive packet

·   Monitor execution of Department budget, advising manager of projected overages/shortages and recommending corrective action to remain within budgetary constraints

·         Ensure essential supplies for the department are maintained, ordered, and delivered. Adhere to City and departmental procurement requirements and policies

·   Salesforce Data Entry (Customer relationship management tool) and Data Management Support. Assemble data and prepare salesforce reports that may help managers to make decisions and track progress

·   Maintains databases or spreadsheets for the Department's use and generates various informational reports from them

·   Preparation of the annual CIP budget submission and presentations to City Leadership for the administrators/deputies by coordinating and assembling the input from multiple project managers into a comprehensive reports/presentations.

·    Monitor the execution of project budgets, process change orders; submit requisitions for project expenditures, and provide information on costs or itemization of materials necessary to ensure a continuance of project milestones and deadlines. Ensure timely and accurate responses to requests from Budget and Management Services. Adhere to City and departmental financial and procurement requirements and policies.

·   Monitor, track and report work taking place under the Department's Annual Service contracts for professional services. Create work orders, process renewals, and ensure annual contract documentation is collected and retained. Adhere to City and departmental procurement requirements and policies.

·   Complete purchase requisitions, process invoice payments, purchase orders for departmental contracts, memberships, sponsorships, and budget services and supplies.

·   Approve/reject expense reports for ProCard purchases. Adhere to city and departmental procurement requirements and policies when purchasing items and reviewing various payment vouchers.

·   May prepare changes to and create contractual documents.

·   Track and report various funds associated with Town Center.

·   Prepare accurate reports within established deadlines.

·   Maintain accurate finance/budget and advise management of anticipated problems.

·   Accurately track division or department spending.

·   Perform other job duties requiring skills, knowledge and physical requirements as demanded by those duties described or less. Individual assignments will be determined by the supervisor based on then current workloads and department needs.

Minimum Requirements:

MINIMUMS: Requires any combination of education (above the high school level) and/or experience equivalent to (4) four years in fields utilizing the required knowledge, skills, and abilities. SPECIAL REQUIREMENTS: All employees may be expected to work hours in excess of their normally scheduled hours in response to short-term department needs and/or City-wide emergencies.

Preferences:

A Bachelor’s degree in Business Administration, Finance, Accounting, Economics or a related field
Experience with tracking budget operating expenses and providing reports
Experience with Capital Improvement Program Budget tracking and reporting
Purchasing experience
Accounts payable experience
Customer relationship management experience
Data entry experience
Experience with preparing presentations, publications, and reports

VRS Contribution:   All full-time employees are required to contribute 5% of annual salary toward their retirement account; in accordance with VRS retirement provisions. This will be handled through a pre-tax payroll deduction.
