The City of Virginia Beach Public Works department is hiring an Engineer IV to lead and oversee the Technical Services and Asset Management Bureau. This senior-level engineering role includes supervising a team of 11 technical staff, managing complex infrastructure projects, and implementing strategic asset management programs.

The Engineer IV will be responsible for project management, infrastructure maintenance, bridge and structural programs, and oversight of the city’s GIS and computerized maintenance management system (CMMS). This position requires advanced engineering expertise, strong problem-solving skills, and the ability to develop and improve processes with minimal supervision. The Engineer IV will also coordinate with internal departments, external agencies, and the public, and contribute to emergency response planning and post-storm recovery efforts.

Duties include:

  • Perform complex engineering and managerial work associated with project management and infrastructure maintenance; perform complex engineering work entailing a considerable amount of independent action and/or decisions; be responsible for regular assignments of complicated or specialized engineering tasks which demand application of advanced or specialized principles of engineering discipline and problem solving skills; be in “responsible charge” of the management of complex engineering projects, operations and programs; oversee the Bridge Maintenance Program and support miscellaneous structural support projects (i.e. sound walls, bulkheads, retaining walls, etc.). Solicit through the RFP process and manage Architect & Engineering (A&E) contracts.

  • Oversee the Public Works’ infrastructure asset management program, including GIS database for assets and computerized maintenance management system (CMMS) for work history and proactive asset management; process and data quality improvement; report requirements for permits, financial, performance measures, and ad-hoc requests. Oversee the development and management of a CMMS software application and improve the system quality and maintenance over time.

  • Perform asset management, using industry standard principles and procedures, as it relates to Public Works infrastructure.

  • Support, develop, and maintain divisional emergency response plans, including snow and hurricane response; review plan for logistics; post-storm recovery action and data reporting.

  • Coordinates with internal bureaus of Public Works, other City departments, outside agencies, and the public. Prepare and deliver presentations and training related to the Technical Services and Asset Management bureau duties.

**(Position is ALPHA I and is required to work during all inclement weather (flooding, hurricanes, snow, etc.)**

Minimum Requirements:

MINIMUMS: Requires a Bachelors Degree from an Accreditation Board for Engineering and Technology (ABET) approved engineering or engineering technology program with a Professional Engineer (P.E.) license from the Virginia Board of Architects, Professional Engineers, Land Surveyors, Certified Interior Designers and Landscape Architects (APELSCIDLA) and seven (7) years of progressive professional experience.

SPECIAL REQUIREMENTS: All employees may be expected to work hours in excess of their normally scheduled hours in response to short-term department needs and/or City-wide emergencies.

Preferences:

• Experience supervising staff, including workload allocation, determining priorities, training subordinates, budgeting, writing performance evaluations, and use of organizational policies for direction
• Experience managing engineering projects, utilizing principles and practices common in project management; administrative procedures, contracts, bridge infrastructure maintenance practices, construction, scheduling, budgeting, technical report writing, and substantial project management experience
• Experience with GIS and software applications
• Experience with data analysis and report development to convey complex concepts
• Experience developing, implementing, or improving a new software application
• Experience with asset management principles and procedures
• Experience managing Public Works infrastructure programs and projects
• Experience with critical thinking to develop new or improve processes for unique assignments with minimal supervision

VRS Contribution:   All full-time employees are required to contribute 5% of annual salary toward their retirement account; in accordance with VRS retirement provisions. This will be handled through a pre-tax payroll deduction.
