The Virginia Beach Police Department’s Animal Care and Adoption Center is an open admission facility; we accept all animals.  The mission of the shelter is to reunite stray and lost animals with their owners if possible or to place animals in their forever home. In some cases, animals are placed with rescue or rehabilitation organizations.

The Animal Welfare Administ0r is responsible for providing strategic direction and leadership to include business operations, shelter management, animal care, customer service, and community outreach, as well as administration of Animal Control's operations and services. This position will develop short and long-term strategic goals pertaining to the division's planning, development, design and operational processes; develop and recommend policies and procedures in accordance with laws, rules, regulations and standards; and build strong working relationships with local partners including other government agencies, rescue groups and veterinarians.

The duties of an Animal Welfare Administrator include, but are not limited to:

          Overseeing development and implementation of animal welfare programs and using appropriate resources to meet the goals and objectives for the Animal Welfare Division

          Overseeing the administration of adoptions, veterinary services, and animal welfare education

          Providing management and leadership for staff, volunteers, and sworn Police personnel assigned to and working in association with the Animal Shelter and Animal Control

          Providing oversight of animal cruelty, neglect or dangerous animal investigations

          Planning, implementing, and evaluating programs supporting animal services

         Supporting the enforcement and compliance of Federal, State and City animal control and animal shelter laws and ordinances; ensuring compliance with State and Federal licensing and inspection requirements (VDALS, DEA, and DHP)

          Creating and updating policies and procedures related to animal control operations including rescue, shelter and adoption.

         Ensuring proper training and certification of Animal Control personnel

          Engaging community and volunteer groups, animal welfare organizations, and the public; and fostering relationships with residents and members of community organizations

          Monitoring and evaluating program activities and conducting regular audits and reviews to assess compliance levels, efficacy and adherence to quality standards

          Identifying areas for improvement throughout the shelter and animal control operations; utilizing data to identify gaps and report outcomes to stakeholders

         Developing and implementing internal control measures to mitigate compliance risks and ensure program integrity; ensuring proper procedures and protocols are followed by all personnel.

          Reviewing and developing laws and legislation at the local and state levels which will improve conditions for animals and their caretakers

          Managing the budget and resources with an emphasis on responsible stewardship and maximizing benefits for shelter animals and the community; preparing financial reports

          Enforcing standards for customer service delivery and manage customer satisfaction

          Conducting case management reviews; ensuring records and documentation related to program activities, compliance efforts, and required data tracking are accurate and up­ to-date.

          Developing and implementing emergency operations plans for staff in coordination with relevant stakeholders

          Leading the divisional response in the event of inclement weather or other emergency events impacting city services.

          Traffic Violations:  Any conviction of driving under the influence of drugs or alcohol, refusal to take blood or breath test, eluding police, racing, or leaving the scene of an accident within the last 5 years.

          Drugs:  Any involvement in the sale of illegal drugs as an adult.   Any illegal use or possession of any illegal drug, including but not limited to heroin, cocaine, hallucinogens, or any derivative thereof (except marijuana) within the last five years.  Illegal possession of anabolic steroids within the last 36 months.

Minimum Requirements:

Minimums: Requires any combination of education (above the high school level) and/or experience equivalent to twelve (12) years in fields utilizing the required knowledge, skills and abilities and including progressive professional experience in a related field such as business, public relations, communications, public administration, public health, veterinary or animal sciences, and law with five (5) years of management/supervisory experience. Must have a current and valid driver's license.
Special Requirements: All employees may be expected to work hours in excess of their normally scheduled hours in response to short-term department needs, and/or City-wide emergencies. Successful completion of a police background investigation.
CJIS/VCIN/NCIC certification is required, in addition to the successful completion of a background check, candidates must have U.S. citizenship or be a lawful resident of the United States and eligible for naturalization.

Preferences:

• Bachelor's degree in animal control management, law enforcement management, business administration, public administration or closely related field of study.
• Experience as a second level manager
• Supervisory experience of at least 5 years
• Experience with animal control enforcement, shelter, or veterinary management
• Experience developing internal control measures
• Experience improving and developing procedures, programs, and policies
• Experience in compliance with State and Federal licensing and inspections
• Experience reviewing and developing laws and legislation at local and state levels

VRS Contribution:   All full-time employees are required to contribute 5% of annual salary toward their retirement account; in accordance with VRS retirement provisions. This will be handled through a pre-tax payroll deduction.
