The Project Delivery Division’s mission is to ensure Virginia Beach’s sustainable economic growth through the implementation of strategic developments. A collaborative multidisciplinary team of planners, landscape architects, urban designers and business attraction professionals utilize innovative land use planning, design, transportation, parking, marketing and financial tools to achieve this mission and work on a number of infrastructure and development projects to create places of sustained community value.

The City of Virginia Beach Economic Development Department is recruiting a Planner III/Urban Designer to manage tasks and coordinate daily activities within the Project Development Division.

Duties of this position include, but are not limited to:
· Develop maps, plans, exhibits, building massing models, development scenarios, design guidelines, and reports
· Graphically conceptualize land development on a parcel, block, and multiple-block scenario basis, in accordance with relevant regulations and policies, utilizing relevant software applications
· Review, evaluate, and analyze reports regarding property acquisition, redevelopment scenarios, property assessed value, property ownerships, and property development alternatives
· Assist in the review of development-related applications, plans, and proposals for compliance with City Code and policies relating to development
· Serve as a design, planning, and infrastructure liaison to the ViBe Creative District and Resort Area
· Present development projects and programs to the Virginia Beach Development Authority and the Resort Advisory Commission and its subcommittees
· Assist with the preparation of Capital Project budget submittal and presentations, track project milestones and schedules, assist project managers and consultants
· Ability to lead teams and provide creative direction to planning efforts at a variety of different scales, from sites and streetscapes to small area plans and whole community planning efforts
· Develop cost estimates and budgets for public and private development projects

Minimum Requirements:
MINIMUMS: Bachelors degree in Planning, Geography, Urban Studies, Architecture, Political Science or related field and four (4) years of experience utilizing the knowledge, skills, and abilities associated with such positions as Planner or Landscape Architect OR any combination of related education (above high school level) and years of experience equivalent to eight (8) years. SPECIAL REQUIREMENTS: All employees may be expected to work hours in excess of their normally scheduled hours in response to short-term department needs and/or City-wide emergencies.

Preferences:
• Bachelor's or Master's degree from an accredited Urban Design, Planning, Architecture, or Landscape Architecture program, or related field.
• Experience in project management, including scope development, and budget tracking
• Interpretation of local government policy and understanding of discretionary approval processes
• Excellent verbal, written, and interpersonal communication skills
• Experience presenting to the public and council-appointed boards and commissions
• Proficiency with Microsoft Office, Adobe Creative Suite, 3-D modeling software, and ArcGIS or AutoCAD
• Experience with preparing presentations, publications and reports
