The City of Virginia Beach is seeking a qualified Real Estate Appraiser Supervisor to manage a team of professional appraisers in the appraisal of all types of taxable and non-taxable real estate to use as a basis for tax assessments. The mission of this office is to annually value all real estate in the City of Virginia Beach with fairness and equity, in compliance with Virginia State Law and Virginia Beach City Code. Specific duties of this position include, but are not limited to:

  • Ensure that the team meets applicable deadlines 
  • Consult and instruct team members regarding office policies and procedures and professional appraisal practices; train or coordinate the training of new appraisal employees and offers feedback and remedial instructions to team members. 
  • Ensure proper utilization by team members of the CAMA software application 
  • Become proficient and assist team members in utilization of emerging technology
  • Review assessments at the request of property owners to ensure equity and accuracy 
  • Represent the Real Estate Assessor on internal projects and presentations as instructed 
  • Represent the Real Estate Assessor to the Board of Equalization requests for appeals 
  • Receive direction from the Assessor and Assistant Assessor with regard to assessment duties, production and personnel matters, and public relations initiatives 
  • Manage team accuracy and timeliness on the sales verification program 
  • Manage teams Annual Inspection Program to ensure adherence to department goals and deadlines 
  • Supervise quarterly new construction data collection and valuation 
  • Responsible for revaluation of assigned areas due to plats and re-subdivisions of property due to splits and merges 
  • Assist the Real Estate Assessor with production of quarterly new construction reports, annual reports, the annual Land Book, and special projects as requested 
  • Monitors productivity and quality of work and provides additional assistance/guidance as necessary to ensure all applicable deadlines are met. 
  • Recommends hiring actions and provides performance feedback, mentoring, disciplinary actions, evaluations, and training of staff. 
  • Perform other job duties as required.  Individual assignments will be determined by the supervisor based on the current workloads and department needs.

Minimum Requirements:

Minimum Qualifications: Requires any combination of education (above the high school level) and/or experience equivalent to seven (7) years in fields providing the required knowledge, skills and abilities listed above, in such positions as Real Property Appraiser; five (5) courses offered by the International Association of Assessing Officers (IAAO), the American Society of Appraisers (ASA), the Appraisal Institute or other appraisal organization sponsors of the Appraisal Foundation; or possess a valid Certified Residential or Certified General Appraiser License issued by the Commonwealth of Virginia.

Please note: Any real estate sales or brokerage licenses in the possession of the incumbent would have to be placed in an inactive status prior to the date of employment. Must have, or obtain, a current and valid Virginia or North Carolina driver’s license in accordance with Virginia or North Carolina DMV driver’s license eligibility requirements.

Special Requirements: All employees may be expected to work hours in excess of their normally scheduled hours in response to
short-term department needs and/or City-wide emergencies. This position may require that incumbents to wear and maintain appropriate personal protective equipment such as, but not limited to, steel toed shoes, hard hats, safety glasses, gloves, or other safety attire and equipment in designated areas of risk. Specific requirements will be determined and communicated by the employee’s supervisor based on position assigned.

Preferences:

Certified Residential Appraisal License or above in the Commonwealth of Virginia
5+ Years real estate appraisal experience
10+ years ad Valorem assessment experience
Experience with ProVal Cama System
Experience with mass appraisal theory and analytics
Experience with development of new staff
Experience with real estate analysis and land valuation
Professional designation with IAAO

VRS Contribution:   All full-time employees are required to contribute 5% of annual salary toward their retirement account; in accordance with VRS retirement provisions. This will be handled through a pre-tax payroll deduction.
