Position Summary:
The Project Controls Manager will be responsible for analysis, and control activities, schedule development, maintenance, monitoring, impact identification, and recovery plan development activities, cost estimating, cost analysis/control, and planning/scheduling activities for a medium to large size project.
This position is responsible for discipline/project/proposal estimating or staff planning activities that require a high degree of technical skill and experience. Directs the preparation and presentation of on-project estimates and cost forecasts.
Supports project organizational and administrative activities. Identifies, analyzes, and provides innovative solutions to cost engineering and planning/scheduling problems. Establishes controls and operating policies that identify, monitor, and mitigate risk factors that could impact the success of a project. Provides guidance and consultation to the project manager.
Responsible for:
- Reports to and receives technical and operational guidance from functional management. Receives operational direction from Project Manager.
- Provides technical and operational direction to assigned project controls personnel.
- Ensures contacts with project managers; project team members; Engineering, Procurement, and Construction Management; and client personnel
- Responsible for effective execution of Project Controls programs on an assigned project in accordance with Project Controls Procedures.
- Reviews and approves Earned Revenue Determination Data, Proposal Financial Summaries and Project Financial Status Reports
- Works with the Project Manager in planning staffing needs for assigned projects.
- Reviews contract drafts to ensure they include adequate cost and scope definition and meet Project Controls requirements.
- Prepares and coordinates Project Controls presentations to MCD management and client management, as required.
- Participates in the development and training of assigned personnel and in the implementation of on-the-job and classroom training programs.
- Directs project control activities. Develops, interprets, and executes policy, objectives, and standards applicable to cost and schedule control and analysis activities.
- Provides project leaders and relevant stakeholders with risk awareness support and guidance as necessary.
- Provides oversight, training, mentoring and ensure the attainment of project objectives.
- Develops and maintains project Risk Plan, metrics, and reports. Develops and reviews risk breakdown structures, risk libraries, and risk identification tools and frameworks in support of project needs.
Requirements:
- Bachelors degree with 10 - 12 years of experience or 7 - 9 years with a Masters degree.
- Must have experience covering all aspects of cost, schedule, and trend. Ideally with direct supervision over a team of 3+ individuals who cover those 3 categories.
- Experience and demonstrated skill in establishing criteria for Project Controls activities.
- Experience in Earned Value Management (EVM) process
- Skilled in direction, personnel administration, and training of technical and nontechnical personnel.
- Skilled in oral and written communication, with demonstrated ability to present Project Controls information to management/client.
- Demonstrated skill in identifying, analyzing, and solving problems.
- Advanced level of knowledge of engineering, procurement, construction, and commissioning work processes.
- Knowledge of current industry and technical developments in the Power Industry.
- Demonstrated expertise in delivery, communication, and training of risk processes and procedures.
