JOB DESCRIPTION

 

 

TITLE:   SENIOR CENTER SUPERVISOR

                    Community Engagement Department

 

DEFINITION :  Under the supervision of the Assistant Director of Community Engagement, the Senior Center Supervisor is responsible for supervising staff of senior community center programs directly managed by PCA.  Also responsible for initiating, coordinating, and developing training and resources in support of PCA and subcontracted senior community center programs and overseeing special projects that involve the senior community center network.

 

QUALIFICATIONS :

               

                Education:

§  Master’s Degree in Social Work, Sociology, or related field, plus four years of experience as indicated below:

                                                                                     OR

§  Bachelor’s degree in Social work, Sociology, or related field plus seven years of experience as indicated below and must be matriculated in a graduate degree program to be completed within two calendar years of appointment. 

 

                Experience:

 

§  Progressively responsible social service management or administrative experience

§  Experience in budget preparation and management

§  Experience in staff supervision

§  Experience in managing a senior center program

§  Demonstrated leadership ability

ADDITIONAL REQUIREMENTS

    

         Pre-employment physical.

         Drug testing required.

         Valid driver’s license in good standing.

         Second language abilities preferred.

 

 

 

DUTIES AND FUNCTIONS :

 

a.       Supervises the Center Directors and oversees staff of senior community center programs directly managed by PCA and oversees the day-to-day general operations of these programs.

 

b.       Manages all related personnel matters including, semi-annual and annual reviews; interviewing and hiring of staff; disciplinary actions; and attendance according to department and agency procedures.

 

c.        Meets with supervised staff on a regular basis and regularly conducts site visits to centers to monitor staff and center operations, including self-monitoring of facilities, programs, and services as outlined in each center’s annual Program and Financial Plan. Works with center staff to support quality and innovative center services.  Ensures that each center maintains service standards and reporting requirements as defined in PCA Senior Community Center Standards of Operation.

 

d.       Prepares and submits senior community center operating budgets and program income budgets on an annual basis.  Works with center directors to monitor these budgets for appropriate spending and revises budgets as required, according to department and PCA procedures.  Reviews and approves monthly invoice submissions.

 

e.       Works with the Assistant Director of Community Engagement to organize meetings and agendas of peer groups of senior community center staff including, but not limited to, center counselors, activity coordinators and center directors.  Uses information from these meetings to identify presenting issues and plan for training, technical assistance, and staff/resource development topics.  Develops an annual training and resource plan based on this information.

 

f.         Works with PCA’s Manager of Training and Staff Development to identify trainers and coordinate training resources and implement a training curriculum targeted to the identified needs of senior community center staff and volunteers.  Prepares contracts and agreements associated with training, as needed.

 

g.       Identifies potential funding sources and other resources to support and enhance senior community center programming.  Prepares and submits funding proposals for grants, as appropriate, to benefit the senior center network (e.g. arts programs).

 

h.       Works with the Assistant Director of Community Engagement to facilitate collaborations among senior centers in the same geographic area and throughout the city, to identify and share resources to assist with programming, outreach, and community education efforts.

 

i.         Oversees and coordinates the annual Senior Community Center issue of Update. Acts as liaison between PCA and senior community centers regarding articles and other

 

j.         information about senior community centers for the Milestones newspaper, PCACares website and associated calendars of events.

 

k.       As required, manages the process for selecting and contracting with service providers, including a Request for Proposal (RFP) process, as applicable.

l.         Participates with departmental staff to:

·         Review and develop, as needed, revised service standards and specifications

·         Develop self-monitoring tools as needed to augment the monitoring process.

 

m.     Participates with departmental and other PCA staff in the design, development and implementation of new services and programs.

 

n.       Serves as back-up to center directors in their absence.

 

o.       Other duties as assigned.
