Specialist Advisor IV

Overview:

The Specialist Advisor provides subject matter expertise to client and Local Government officials in law enforcement operations, training and administrative processes, drawing on extensive, specialized experience depending on the area: intelligence, firearms, gangs, kidnapping, drugs, internal affairs or forensics. 
The Specialist Advisor provides high-level, strategic analysis of current and proposed INL-funded programs.

This position is contingent upon contract award.

Primary Responsibilities:

  • Duties may include building and strengthening relationships with local Government counterparts, serving as a liaison between INL and those counterparts, advising INL staff on the creation, implementation, review and assessment of professionalization in specialized areas such as intelligence, firearms, gangs, kidnapping, drugs, internal affairs or forensics.
  • Support efforts to establish and maintain a permanent law enforcement presence in Central America.
  • Assists INL to manage day-to-day contact with host government law enforcement officials.
  • Monitors and evaluates the progress of all related efforts to ensure compliance with relevant terms and conditions.
  • Responds to opportunities to improve Local Government capacity by assisting INL to with the development of mentoring and advisory programs.
  • Recommends approval, as required, for deviations from approved plans, schedules, and scopes of work based on the progress of related initiatives and the political environment.
  • Provides advice for INL program management services, including the planning, implementation, monitoring, and evaluation of development projects.

Supervisory Responsibilities:

None

Education and/or Experience:

  • Bachelor’s degree in international relations, law enforcement, public policy or (10) years of related professional experience.
  • fifteen (15) years’ experience in the field of the specialty, which must include three (3) years of experience working overseas in an Embassy environment, or three (3) years specialized supervisory experience depending on the position (e.g. intelligence, firearms, gangs, kidnapping, drugs, internal affairs)
  • Individual must have a demonstrated track record of accomplishment in the specific Subject matter requested.
  • Demonstrated experience in drafting and authoring weekly, monthly and quarterly reports.
  • Experience briefing in Spanish and English.

Knowledge, Skills, and Abilities:

  • Proficiency in Spanish and English.
  • FSI level 3/3 Spanish, FSI level 3/3 English 
  • Working knowledge of managing program resources, project planning, analysis, design, implementation, monitoring, and evaluation.
  • Knowledge and experience in law enforcement environment.
  • Strong analytical, communication and inter-personal skills.
  • Ability to work well with others.
  • Proficient with Microsoft Suite of products including, Word, Excel, Access and E-mail business software.

Certificates, Licenses, Registrations:

Language – Foreign Service Institute (FSI) level 3/3 Spanish, English level 3/3.

Security Clearance:

MRPT Level Required

  • Must be able to successfully complete a U.S. government administered investigation for an MRPT (Moderate Risk Public Trust). 
  • U.S. Citizenship is required. 
  • Must be able to maintain MRPT eligibility. 
  • If Third Country National or Local National, must be able to successfully complete a background check through the RSO/U.S. Embassy (Regional Security Office)

Physical Demands:

Must be able to physically and medically perform in Central America and in challenging environments. While performing the duties of this job, the employee is required to be able to occasionally stand; walk; sit; use hands and/or fingers to handle, or feel objects, tools or controls; operate office equipment, reach with hands and arms; climb stairs; balance; stoop; kneel; talk or hear; taste or smell.  The employee must occasionally lift and or move up to 25 pounds.  

Travel:

Local and/or international travel may be required.
