Deputy Program Manager
Overview:
The Deputy Program Manager will have overall responsibility for in-country operations. DPM will interface with the Program Manager and in-country U.S. Government representative designated by INL.
This position is contingent upon contract award.
Primary Responsibilities:
- Duties may include leading large work teams, sets objectives and priorities, and manages staffing requirements.
- In collaboration with Program Manager, establishes strong customer relationships and leverages industry expertise to deliver services in accordance with the Performance Work Statement.
- Prepare and update project plans and status reports and provide updates on customer and corporate issues.
- Participate in scheduled operational meeting routines with team leads and employees.
- Assist the PM in monitoring the program to determine that the program is meeting predetermined objectives.
- Assist the PM in ensuring facilities are adequate to support mission requirements and oversee refurbishment, facility operations and maintenance.
- Assist the PM with the management of the Administrative Fund and oversight all other expenditures as required to support mission.
- Collect fiscal data to assist with the completion of monthly, quarterly and annual reports.

Education and/or Experience:
- Bachelor’s degree from an accredited university
- Five (5) years of project/program management experience, international law enforcement, and/or criminal justice assistance.
- Eight (8) years of professional experience as a manager
- Experience working with law enforcement in Central and South America.
- Individual must have a demonstrated track record of accomplishment in the specific Subject matter requested.
- Demonstrated experience in drafting and authoring weekly, monthly and quarterly reports.
- Experience briefing in Spanish and English.
Knowledge, Skills, and Abilities:
- Proficiency in Spanish and English.
- Working knowledge of managing program resources, project planning, analysis, design, implementation, monitoring, and evaluation.
- Knowledge and experience in law enforcement environment.
- Strong analytical, communication and inter-personal skills.
- Ability to work well with others.
- Proficient with Microsoft Suite of products including, Word, Excel, Access and E-mail business software.
Certificates, Licenses, Registrations:
Language – Foreign Service Institute (FSI) level 3/3 Spanish, English level 4/4.
Security Clearance:
- U.S. citizen - Must be able to successfully complete a U.S. government administered investigation for Secret Security Clearance. Must be able to maintain security eligibility.
Physical Demands:
Must be able to physically and medically perform in Central America and in challenging environments. While performing the duties of this job, the employee is required to be able to occasionally stand; walk; sit; use hands and/or fingers to handle, or feel objects, tools or controls; operate office equipment, reach with hands and arms; climb stairs; balance; stoop; kneel; talk or hear; taste or smell. The employee must occasionally lift and or move up to 25 pounds.
Travel:
Local and/or international travel may be required.
