Program Description:

Public Health Solutions administers millions of dollars in private and public funding, including Federal, State and City government funding, to improve public health and human services for vulnerable communities. Since 1991, PHS has funded services for people living with HIV/AIDS under the federal Ryan White Treatment Modernization Act, and since 2000, for HIV prevention services. PHS contracts with community-based organizations, hospitals, clinics, mental health clinics and other organizations for services in areas as diverse as early childhood mental health, cancer screening, substance abuse treatment and risk reduction, family planning and HIV/AIDS.

Summary of Position:

The Contract Manager will oversee all aspects of the contract management lifecycle for an assigned portfolio of agreements (supported by federal, state, local, and private funding sources) from creation to execution, monitoring, and closeout. The Contract Manager will ensure that the agreements are compliant with all relevant revenue sources and follow all PHS internal policies and procedures. The Contract Manager ensures that contractors/ subrecipients meet their requirements by providing direct technical assistance and partnering with external stakeholders (e.g., the New York City Department of Health & Mental Hygiene (DOHMH)) to provide program assistance.

Specifically, the Contract Manager will be responsible for:

  • Manage an assigned set of agreements, including but not limited to managing the negotiation, implementation, monitoring, and closeout processes.
  • Support the RFx planning and selection process by actively supporting the PHS Procurement team and relevant stakeholders in the development and management of RFxs.
  • Work with the PHS Third-Party Risk and Compliance team on completing vendor risk assessments.
  • Negotiate scopes of work and budgets in coordination with external stakeholders (e.g., DOHMH) and other partners as needed.
  • Monitor contractors/subrecipients for compliance with applicable funding requirements and rules, ensuring efficient and effective service delivery by analyzing performance and financial data and recommending appropriate remediation.
  • Support PHS senior management in tracking and reporting contractor/subrecipient performance.  
  • Conduct payment request and invoice processing. Ensure that contractor/subrecipient expenditures are allowable, allocable, and reasonable. Enter data into the PHS accounting system (Sage Intacct). Identify barriers to timely spenddown.
  • Conduct financial and programmatic site visits and other monitoring activities as required.
  • Provide in-field technical assistance to contractors during site visits. Collaborate with funders around protocol and outcomes monitoring activities.
  • Be a responsive, vocal, and insightful representative of PHS at external facing meetings.

Qualifications and Requirements:

  • Bachelor’s Degree, with minimum 3+ years of work experience.
  • Minimum 3+ years of health, social services, or related program or contract experience.
  • Knowledge of public health service provision and human services in non-profit organizations and the New York City landscape preferred.
  • Experience reviewing budgets, scopes of work, invoices/financial statements, and programmatic data.
  • Experience with federal grant policies and procedures preferred.
  • Ability to learn quickly, manage multiple obligations, proactively problem-solve, and provide timely and clear updates to supervisors.  
  • Possess strong analytical and written and verbal communication skills.
  • Ability to work productively in a high-pressured, deadline-driven environment.
  • Exercise independent judgment to achieve sound outcomes with appropriate fiscal and program aptitude.
  • Ability to appropriately and effectively manage relationships with clients, subcontractors, and vendors for the optimal resolution of contract issues.
  • Good judgment in balancing external stakeholders’ requests with organizational needs to mitigate potential risks/exposures.
  • Proficient with Microsoft Office.
  • Salary: $65,000 - $65,000
