The Congressional Budget Office is a small nonpartisan agency that provides economic and budgetary analysis to the Congress. CBO's  Macroeconomic Analysis Division is seeking a macroeconomist to join its fiscal policy studies unit.

The unit’s analysts use a suite of economic models to assess the macroeconomic effects of federal fiscal policy and analyze emerging developments in the economy. Over the past several years, the unit has analyzed the economic effects of a wide range of issues, including immigration, federal deficits and debt, pandemic-related legislation, federal investment, and health care reform. The Fiscal Studies Unit also works closely with the division’s Projections Unit, which produces the agency’s semiannual economic forecasts. 

The successful candidate will contribute to the full range of the division’s responsibilities, including the following: 

  • Assessing the macroeconomic effects of specific pieces of legislation through dynamic analysis (sometimes called dynamic scoring);
  • Analyzing economic developments, writing reports describing the analyses, and carrying out original economic research;
  • Constructing and improving the economic models that underlie CBO’s policy analyses;
  • Supporting the production of the division’s semiannual economic forecasts;
  • Contributing to longer-term studies in collaboration with analysts from other divisions at CBO; and
  • Developing work completed for the unit into working papers for CBO and articles for external publications.

Qualifications

Applicants must have either a Ph.D. in economics (or a related discipline) or a master’s degree and five years of relevant experience. They should have strong quantitative and modeling skills. Special consideration will be given to candidates with experience in macroeconomic modeling, forecasting, or consulting, especially with quantitative fiscal-policy analysis. Excellent communication skills—including the ability to communicate technical material clearly to a variety of audiences—are essential, as is the ability to work independently and complete projects under tight deadlines.
