Acquisition & Contracting Instructor and Facilitator

Management Concepts, Inc. seeks an instructor and Subject Matter Expert (SME) to join our team. As an instructor, you will provide student-focused, competency-based, live classroom instruction in Federal acquisition and contracting subjects to Federal contracting and program/technical personnel. Our students are from Federal civilian agencies, the Department of Defense, and/or the private sector.  As a SME, you will use your practical experience in the Federal contracting arena to support our planning and execution of initiatives focused on growing our Federal learning and development business and supporting corporate goals. You understand the Federal certification programs for Contract Specialists (FAC-C and/or DAWIA) and Federal contracting officer’s representatives. You will provide information to the Acquisition & Contracting (AC) Product 

All Management Concepts Instructors are skilled in the course content, instructional techniques, and adult learning theory. We require that you present information in an objective, unbiased manner. At the same time, you add value to the written material by offering relevant illustrations or experiences.

Instructor Duties & Responsibilities

  • Present 1-5, and 10-day courses to groups of up to 35 students.
  • Apply principles of adult learning in course presentations.
  • Deliver courses in accordance with instructor guide, student materials, and published course descriptions.
  • Adhere to course schedules.
  • Provide feedback on materials to curriculum development staff.
  • Deliver client-specific versions of courses in group on-site presentations.

Instructor Necessary Knowledge, Skills & Abilities

  • Candidates must possess current knowledge, skills, and abilities in the Federal contracting duties outlined in the Federal Acquisition Regulation, and other related publications.
  • Cradle to grave contracting experience is desired, including acquisition planning, solicitation, source evaluation and selection, contract administration, and closeout.
  • Familiarity with different types of Federal contracting vehicles and contract types is desired.
  • Experience with performance-based contracts is a plus.

 Instructor Required Skills

  • Bachelors’ degree is required; advanced degree preferred.
  • Candidates should have completed a minimum of 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
  • Work Experience:  At least 10 years of recent experience in a Federal contracting environment.  Additionally, having earned a DAWIA (or FAC-C) Level III Certification in Contracting, or having held an unlimited contracting officers warrant is desirable.
  • Instructional Skills:  Recent instructional or presentation experience a plus.  Before teaching, candidates must complete an instructional skills course focused on delivery of student- centered training or have completed such a course within the past three years.

SME Duties and Responsibilities

  • Conduct market research and competitive analysis to track industry trends to:
    • Ensure products and services meet necessary external standards to maximize appeal to individual market segments (e.g., industry bodies of knowledge as applicable to each product).
    • Develop new product and services concepts to increase sales within current market segments and capture new market segments.
    • Conduct annual and as-needed competitive analysis, inclusive or product offerings, bundling, certifications, and pricing.
  • Contribute to the management of the AC portfolio, to:
    • Set product development priorities, schedules, and delivery dates.
    • Bring products from planning to launch and to maintain product quality and applicability to the marketplace.
    • Set and monitor course development and maintenance schedules, including adjustments needed to take advantage of opportunities outside the long-term plan.
    • Monitor product performance and recommend future steps for each product, e.g. enhance / improve, drop from portfolio, change marketing strategy, etc.
  • Continually research and identify new statutes and changes to statutes affecting Federal acquisition and contracting; new acquisition policy and policy changes; GAO and Court decisions; and any other Federal acquisition and contracting related information that may impact AC courses. Analyze this information and determine impacts on specific courses. Communicate this information to the  curriculum development staff, and AC instructors.
  • Continually research and identify new GSA policy and procedures, legal decisions, and other related information that may impact AC Federal real property leasing curriculum.  Analyze this information and determine impacts on specific courses.  Communicate this information to the, curriculum development staff, and AC instructors.
  • Analyze feedback from students and instructors to determine when courses need to be refreshed.  
  • Perform other duties as assigned.


SME NECESSARY KNOWLEDGE, SKILLS, AND ABILITIES:

  • In depth subject matter expertise and experience in Federal acquisition and contracting. Knowledge of Federal real property leasing a plus.
  • Strong customer focus and customer service mindset with strong ability to build, maintain, and nurture internal and external relationships.
  • Ability to support sales in customer relationship development (meeting planning, strategy, participation) emphasizing company strengths and solutions.
  • Effective project and proposal management skills.
  • Excellent writing and verbal skills.

EDUCATION AND EXPERIENCE REQUIRED:

  • Bachelor’s degree required; advanced degree preferred.
  • 10 or more years’ experience in Federal acquisition and contracting related duties.
  • Thorough understanding of Federal acquisition and contracting certification programs.
  • Training or workforce development experience a plus.
  • Willing to travel international
  • Familiarity with Federal government market required.
  • USAID experience preferred
