Lead Strategic Planning Manager

Washington, DC

 

Responsibilities:

Position would be in support of the Auxiliary and Special Mission Shipbuilding Program Office (PMS 325) and USN & FMS Boats and Craft Program Office (PMS 300), under the cognizance of PEO Ships located at the Naval Sea Systems Command (NAVSEA).

The incumbent would provide program management support in the areas of strategic planning, performance assessments and analysis, culture and climate assessments and analysis, and business transformation efforts.

  • Strategic Planning:  Develop strategic goals and objectives for PMS 325/300 programs that maintain alignment with those of key stakeholders.
  • Performance Assessment / Analysis:  Establish and maintain tools to report against strategic plan objectives and/or business standards and benchmarks.  Recommend courses of action aimed to improve the performance of shipbuilding programs and incentivize industry partners across the supplier base.
  • Culture and Climate Assessment / Analysis:  Develop an approach that analyzes quantitatively the Programs' organizational culture / workplace climate.  Recommend initiatives to improve the organization's overall effectiveness and efficiency.
  • Business Transformation:  Coordinate the application of business process improvement techniques within the PMS 325/300 programs.  Liaison with business transformation leaders within NAVSEA and DoN to stay abreast of best practices.

 

Requirements:

  • Must be a US Citizen with a Secret Security Clearance
  • 4-year Bachelor's Degree in a related field; will consider non-degree candidates who exceed experience requirements and demonstrate specialized knowledge of the role's requirements.
  • 10+ years of experience with DoD acquisition processes, in DoD/Navy program management, Industry or Government technical management, or Industry or Government business management.
  • 5+ years of experience with strategic planning, performance assessments and analysis, culture and climate assessments and analysis, and business transformation efforts.
  • 5+ years supervisory experience
