Responsibilities:

Position is for the Quality Assurance Specialist, NSWCPD Code 00Q support, to be part of team supporting Quality Assurance and Technical Administration Support services.  This support will include supporting: Quality Management System Program, Systems Engineering Process (SEP) Quality Assurance Program, Shipboard Work Quality Assurance Program, Command Level I Material Program, SUBSAFE Program Office, Special Programs/Test Site Quality Assurance, and Naval Foundry Propeller Center (NFPC).

The primary support will be to the NSWCPD Quality Management Office C/00Q Quality Management System (QMS). The QMS is focused on consistently meeting customer requirements and enhancing customer satisfaction, ensuring that functional areas are compliant with Navy standards and the NSWCPD QMS. The QMS Division ensures that the performance and quality of services conform to established internal and external standards and guidelines. NSWCPD C/00Q is responsible for providing quality planning, quality control, quality assurance and quality improvement, and the oversight of functional areas to ensure continuous process improvements are implemented. The QMS team facilitates and participates in Critiques and trouble reports, conducts audits, surveillances and self-assessments, inputs, tracks and evaluates command quality commitments, maintains Quality Management System (QMS) and website repositories.

The Quality Assurance Specialist will be part of the support team to ensure, enact, and validate project execution in accordance with Department of Navy requirements and within time constraints.  The Quality Assurance Specialist will:

-          support QA oversight of new and/or modified test sites, facilities, or laboratories at NSWCPD.

-          provide support to ensure that work is completed in accordance with the requirements of the NSWCPD Quality Management System (QMS), specifically Quality Management Procedure (QMP) 11.0, “All Ashore Construction and Modification of NSWCPD Facilities, Laboratories, and Test Sites.”

-          assist with the development and recommendation of procedures and work instructions in accordance with the Command’s Quality Management System.

-          travel, when requested by the government, to the production contractor's facility in order to perform inspections and witness tests. At the end of each trip, the contractor is required to provide a trip summary.

-          review quality systems, procedures, and in-process work processes IAW QMP 11.0, Ashore Construction Mods of NSWCPD Facilities, Labs, and Test Sites.

-          update various tracking spreadsheets as needed and interact with test site Shared Drives and the repositories and data retention found therein.

-          develop on-site surveillance attributes lists using engineering drawings, applicable specifications and standards. On-site surveillances will be conducted at multiple test sites throughout NSWCPD.

-          function in industrial settings, acknowledging all safety protocols.

-          conduct and report the inspection of systems under production contracts IAW QMP 11.0. Provide appreciate reportage and participate in tracking to resolution.

-          attend weekly program meetings and report status back to the Quality Assurance Manager.

-          have a basic understanding of documentation associated with welding and Non-Destructive Evaluation (NDE).

-          collaborate with NAVY POCs to develop Corrective Action Requests (CARs).

-          collaborate with NAVY POCs to support NSWCPD QMS Critiques.

-          conduct Quality Assurance Work Book (QAWB) reviews as needed.

-          proficient in reading and understanding engineering drawings/blueprints.

-          read/review technical specifications, procedures, and contract requirements.

 

Requirements:

  • Must be a US Citizen with a Secret Security Clearance
  • High School Diploma or equivalent.
  • Three (3) years of relevant QA work experience, standards, and protocols. The contractor employee shall have experience in developing and executing QA Audits and/or surveillances in order to analyze and evaluate processes and procedures. This individual shall have a basic understanding of documentation associated with welding and Non-Destructive Evaluation (NDE) and be proficient in reading and understanding complex engineering drawings/blueprints. Experience and familiarity with reportage of quality-related determinations, including comparison of as-built conditions to requirements.
    • The contractor shall also be expected to possess the following skills and perform the following duties:
      • Ability to work independently and effectively with others.
      • Effective communicator (oral and written)
      • Experience with Adobe, and Microsoft Office Suite programs.
