Responsibilities:

Position is for the Quality Assurance Specialist, NSWCPD Code 00Q support, to be part of team supporting Quality Assurance and Technical Administration Support services.  This support will include supporting: Quality Management System Program, Systems Engineering Process (SEP) Quality Assurance Program, Shipboard Work Quality Assurance Program, Command Level I Material Program, SUBSAFE Program Office, Special Programs/Test Site Quality Assurance, and Naval Foundry Propeller Center (NFPC).

The primary support will be to the NSWCPD Quality Management Office C/00Q Quality Management System (QMS). The QMS is focused on consistently meeting customer requirements and enhancing customer satisfaction, ensuring that functional areas are compliant with Navy standards and the NSWCPD QMS. The QMS Division ensures that the performance and quality of services conform to established internal and external standards and guidelines. NSWCPD C/00Q is responsible for providing quality planning, quality control, quality assurance and quality improvement, and the oversight of functional areas to ensure continuous process improvements are implemented. The QMS team facilitates and participates in Critiques and trouble reports, conducts audits, surveillances and self-assessments, inputs, tracks and evaluates command quality commitments, maintains Quality Management System (QMS) and website repositories.

The Quality Assurance Specialist will be part of the support team to ensure, enact, and validate project execution in accordance with Department of Navy requirements and within time constraints.  The Quality Assurance Specialist will:

- possess a comprehensive understanding of NAVSEA 0924-062-0010, SUBSAFE Requirements Manual, current revision and change level, and NAVSEANOTE 5000, Activities Authorized to Perform SUBSAFE Work, FBW SCS, and DSS-SOC Work. This required task is extended to, and inclusive of, the SUBSAFEGRAMS current revision and change levels. The SUBSAFEGRAM system provides timely dissemination of information concerning the SUBSAFE Program and provides written background, clarification, and guidance regarding SUBSAFE Program implementation. Subject reference material will be provided by NSWCPD.

-          provide support to NSWCPD Internal SUBSAFE Certification Audits (I-SSCA), in accordance with NAVSEA 0924-062-0010, SUBSAFE Requirements Manual, current revision and change level, and NAVSEANOTE 5000, Activities Authorized to Perform SUBSAFE Work, FBW SCS, and DSS-SOC Work SUBSAFEGRAMS.

-          provide support to NSWCPD Internal SUBSAFE Functional Audits (I-SSFA) in accordance with NAVSEA 0924-062-0010, SUBSAFE Requirements Manual, current revision and change level, and NAVSEAINST 4855, NAVSEA Functional Audit Program, current revision and change level. This shall include internal audit of NSWCPD and assigned activities (currently OII-MSD, ESS-MRG and DEI-MSD).

-          possess a comprehensive understanding of NAVSEA 0948-LP-045-7010, Material Control Standard, current revision and change level. Subject reference material will be provided by NSWCPD.

-          monitor the SUBSAFE Command Quality Tracking System (CQTS) item due dates and assist in developing item responses.

-          track assigned audit card due dates, update audit card tracking spreadsheets, and assist in developing audit card responses.

-          maintain the SUBSAFE Share Point website.

-          track SUBSAFE Awareness Training metrics and send out training reminders as due dates approach.

-          update weekly presentation slides for various meetings.

-          track weekly surveillance, audit, & letter metrics.

-          receive and disseminate NAVSEA auditor requests, and submit auditor nomination forms, on behalf of NSWCPD auditors, to NAVSEA.

-          support revisions to SUBSAFE procedures and work instructions

-          route and track letters written by SSPO.

-          track surveillance responses requiring SSPO review, and assist in developing responses.

-          assist in development of annual SUBSAFE Self-Assessment.

-          track and assist with responses to Expansion of Qualification Request.

-          track and assist with response from SEA 07Q tasking.

-          assist with development of meeting minutes.

 

 

Requirements:

  • Must be a US Citizen with a Secret Security Clearance
  • Bachelor’s Degree in Engineering from an accredited College or University. The requirement for Bachelor’s degree may be waived if the proposed candidate has at least a High School Diploma or equivalent plus four (4) years of relevant QA work experience with SUBSAFE and Level I systems.
  • Two (2) years of relevant QA work experience with SUBSAFE and Level I systems. The contractor shall possess a comprehensive understanding of NAVSEA 0924-062-0010, SUBSAFE Requirements Manual, current revision and change level, and NAVSEANOTE 5000, Activities Authorized to Perform SUBSAFE Work, FBW SCS, and DSS-SOC Work. The contractor shall possess a comprehensive understanding of NAVSEA 0948-LP-045-7010, Material Control Standard, current revision and change level. Subject reference material will be provided by NSWCPD.
    • The contractor shall also be expected to possess the following skills and perform the following duties:
      •  Ability to work independently and effectively with others.
      •  Effective communicator (oral and written).
      • Experience with Adobe, and Microsoft Office Suite programs.
