Lead Strategic Planning Manager

Washington DC

 

Responsibilities:

Serve as Lead Strategic Planner in support of the Support Ships, Boats and Craft Program Office (PMS 325) a division under the cognizance of PEO Ships located in the Naval Sea Systems Command (NAVSEA), providing Strategic Planning support to PMS 325 and PEO Ships on an “as required” basis.

The Lead Strategic Planner provides program management support in the areas of strategic planning, performance assessments and analysis, culture and climate assessments and analysis, and business transformation efforts.

Duties include, but not limited to: Monitoring, reviewing, and assessing changes in DOD, DON, and key stakeholder strategic plans to ensure alignment with NAVSEA plans and objectives; establishing and maintaining tools to report performance against strategic plan objectives; working with programs to ensure Quarterly Execution Reviews (QERs) indices are reported consistently across programs; assisting in managing and implementing an internal controls process to ensure compliance with federal, DOD, DON, and NAVSEA statutes, policies and guidance; conducting detailed technical analysis of shipbuilding industrial base issues; providing recommendations on effective performance measures associated with shipbuilding, conversion, and repair activities; applying and implementing a proven, quantitative approach to analyzing culture and recommend initiatives to establish a more effective and efficient culture; administering Organizational Culture Inventory (OCI) and Organizational Effectiveness Inventory (OEI) assessments; coordinating and/or executing training in CPI, Lean/Six Sigma, Total Ownership Cost (TOC), and other process improvement techniques.

 

Requirements:

  • Must be a US Citizen with a Secret Security Clearance
  • BS/BA in related field
  • 10 years of experience with DoD acquisition processes, in DoD/Navy program management, Industry or Government technical management, or Industry or Government business management.
  • 5 years supervisory experience
  • 5 years of experience with strategic planning, performance assessments and analysis, culture and climate assessments and analysis, and business transformation efforts.
