The Human Resources Supervisor oversees essential HR functions that keep our department running smoothly and support a positive employee experience from start to finish. This role provides leadership in recruitment, payroll, and leave management while also guiding key talent development efforts—including internships, mentorship, and employee development programs.

Your Role
· Provide supervision and strategic oversight of department-wide Human Resources & Payroll Services
· Manage the employee experience for 1,300+ full-time and part-time staff across key areas, including payroll and leave administration, FMLA, workers’ compensation, and return-to-work processes, HRIS data integrity and digital timekeeping, performance management, recruitment and hiring experience programs, pre-employment screening and onboarding, internship program and college outreach, policy implementation and interpretation, leadership and staff development programs.
· Manage, develop, audit, and revise Department Directives, SOPs, job descriptions, roles & responsibilities, working conditions and similar to ensure alignment with laws, city strategy, and council directives. Ensure consistent and equitable interpretation, application, and administration of HR policies and practices across the department.
· Provides strategic consultation to unit coordinators and department leaders to enhance HR compliance and operational efficiency by recommending tailored interventions that align City and department mission, vision, values, and ethical standards with HR best practices.
· Designs and delivers best-in-class workforce development training programs focused on mentorship, leadership development (such as Supervisor Boot Camp), internship training opportunities, and similar initiatives that support employee growth, engagement, and long-term success.
· Identifies, evaluates, and implements process improvements to streamline HR operations, enhance service delivery, and increase efficiency, while ensuring alignment with department goals, compliance requirements, and employee needs.
· Supports the department’s ideal culture by upholding the highest standards in the consistent application of administrative policies and procedures, maintaining confidentiality, and championing career development initiatives; serves as a poised and effective communicator while leading and collaborating with diverse internal and external stakeholders.
Perform other job duties requiring skills, knowledge and physical requirements as demanded by those duties described or less. Individual assignments will be determined by the supervisor based on the current workloads and department needs.

Minimum Requirements:
MINIMUMS:
Requires any combination of education (above the high school level) and/or experience equivalent to eight (8) years in fields utilizing the required knowledge, skills, and abilities, and in areas such as parks administration, recreation administration, business administration, human resources, or public administration.
Required to have, or obtain, a current and valid Virginia or North Carolina drivers license in accordance with Virginia or North Carolina DMV drivers license eligibility requirements.

Must be available to work evenings, weekends, holidays, and overtime when required to meet operational needs.

Preferences:
In addition to the minimum requirements, the ideal candidate for this position will have experience listed in the preferences below. Candidates with the preferred experience should ensure the information is provided in the application.
• Experience managing human resources initiatives, including areas such as recruitment & hiring, payroll & leave, staff development, policy implementation, and compliance.
• Experience in organizational development, managing the employee lifecycle, and leading special projects.
• Direct experience in recruitment and hiring processes.
• Direct experience with payroll and leave management.
• Experience designing and delivering leadership and process improvement training and development programs, along with possession of a relevant certification in training/instructional design or process improvement.
• Demonstrated experience with HRIS systems using platforms such as Taleo, Workday, or similar systems for recruitment, data management, and employee lifecycle tracking.
Special Instructions:
This position is being advertised as a pool, and applications will be used to fill current vacancies and any other similar Human Resources Supervisor positions that become available within six (6) months from the closing date of this posting.
This is an Alpha I position, which may require reporting to work during periods of emergency or inclement weather, regardless of the City’s operational status.
The individual selected for this position will be housed at a primary site but may be scheduled between other park sites/facilities.
All employees may be expected to work hours in excess of their normally scheduled hours or maybe be relocated to another location or job assignment in response to short- term department needs and/or City-wide emergencies including weekends, evenings and holidays.
Some assignments may require overtime or split shifts to cover operational needs.
Requires a current and valid Driver’s license in accordance with Virginia or North Carolina DMV driver’s license eligibility requirements.
As a condition of employment, all employees must attend P&R Connection (Department Orientation). If selected for the position, you will be provided an approximate training date at the time of hire. Training is held from 8:30am-5:00pm, every other Friday, at the Parks & Recreation Administration Building. When an exemption is permittable, a hybrid version of the training is available, but will require training attendance on a weekend.
VRS Contribution: All full-time employees are required to contribute 5% of annual salary toward their retirement account; in accordance with VRS retirement provisions. This will be handled through a pre-tax payroll deduction.
