Budget & Administrative Analyst in the Engineering Support Division will conduct in-depth research and perform statistical analysis to provide quantitative recommendations to division head and City Engineer. Duties include oversight of all financial transactions for Public Works Engineering including, but not limited to, requisitions; pro-cards, accounts payable; expense reports; and payroll. This position will oversee the programming and development of the annual Operating Budget for the nine (9) budget units within the City Engineer’s Office of Public Works. Position will also supervise Business Center and Administrative staff in the Engineering Support Division of Public Works Engineering. Representative work functions may include, but are not limited to:
· Manage the Business Center for Public Works Engineering; Business Center is comprised of three total FTEs; direct supervision of an Administrative Specialist I and an Account Clerk III
· Manage the Administrative staff for Public Works Engineering; Administrative Staff is comprised of two total FTEs; direct supervision of an Administrative Technician as well as an Administrative Assistant
· Manage the Public Works Engineering Operating Budget, including monthly budget reports; purchase request approvals; funds available determinations; purchasing contract options and compliance; purchase requisitions; budget transfers; year-end purchases; year-end closeout; budget forecasting; and carry forward requests.
· Oversee preparation of the annual Operating Budget for Public Works Engineering; balance Operating Budget for nine (9) budget units, and cost estimate preparation for budget proposals.
· Review and approve expense reports and payroll reports.
· Oversee personnel and equipment inventory for Public Works Engineering
· Maintain the fixed asset inventory and capital asset disposition forms for Public Works Engineering
· Oversee vehicle acquisitions, replacements, repairs, and accident resolution.
· Conduct in-depth research projects, perform statistical analysis, and prepare comprehensive analytical reports.
· Prepare quantitative recommendations and present study results to committees and management.
· Perform strategic planning, forecasting, cost benefit analysis and program evaluation.
· Provide effective direction and leadership to subordinate professional staff.

Minimum Requirements:
MINIMUMS: Requires any combination of education (above the high school level) and/or experience equivalent to eight (8) years in fields utilizing the required knowledge, skills and abilities, such as public or business administration.
SPECIAL REQUIREMENTS: All employees may be expected to work hours in excess of their normally scheduled hours in response to short-term department needs and/or City-wide emergencies.

Preferences:
- Experience supervising professional staff

- Accounting or Business Administration degree or experience
- Database management experience
- Statistical analysis experience
