Job Duties:

The City of Virginia Beach is recruiting for a Short Term Rental Manager as part of the Zoning Administration division within the Planning & Community Development department.

Duties of this position include, but are not limited to: 

  • Coordinate and supervise zoning inspectors and other staff involved in the full range of inspections of Short Term Rentals, determine the validity and scope of zoning violations, coordinate compliance efforts, and manage the enforcement process.

 

  • Delegate appropriate work to staff and oversee work to ensure it is completed thoroughly, correctly, and in a timely manner.

 

  • Provide supervisory duties, including leave approval, performance management, disciplinary action, and accommodations.

 

  • Serve as the staff lead on Short Term Rental related projects as required for program management, including but not limited to code amendments, research projects, and other directives from department and/or City management.

 

  • Review, draft, and implement measures for the improvement of processes and policies.

 

  • Respond to citizens or members of the community when complaints or concerns escalate above the seriousness or scope that can be handled by their staff. Coordinate and conduct training for the zoning inspections and administrative staff on issuance of zoning permits and reviews of various Short Term Rental forms and reports.

 

  • Review notices of violation, informational letters, or other items being sent to the public to ensure all legal language is included in a complete manner.

 

  • Represent the Zoning Division as required to City Council appointed boards and commissions, citizen representative boards and committees, or other community organizations.

 

  • Represent the Zoning division in court proceedings regarding zoning violations as necessary.

 

  • Manage and maintain City issued equipment, including but not limited to fleet vehicles, computers, tablets, and cellular telephones.

Minimum Requirements:

MINIMUMS: High school GED plus eight (8) years of experience in supervisory roles, zoning inspections, planning, building construction, property management, architecture, engineering, legal, or other related field.

Must have a current and valid driver’s license.

SPECIAL REQUIREMENTS: All employees may be expected to work hours in excess of their normally scheduled hours in response to
short-term department needs and/or City-wide emergencies.

Preferences:

Bachelor’s degree in planning, political science, public administration, or related field
Strong customer service experience in person, over the phone, and via email
Experience with legal procedures for notices of violation, summonses, and warrants
Experience conducting field inspections and reconciling development ordinances and plans to field
conditions
Experience with building development codes and permitting processes
Experience reading/interpreting maps, surveys, site plans, and development codes
Advanced proficiency in Microsoft Office
Experience with data management/permitting software such as Accela
Experience with management, administration, and/or enforcement of a short-term rental program
Experience with management and/or supervision of staff or professional development program

VRS Contribution:   All full-time employees are required to contribute 5% of annual salary toward their retirement account; in accordance with VRS retirement provisions. This will be handled through a pre-tax payroll deduction.
