This position reports to the Director of Public Works and supervise divisional leads within the Public Works Business Center.

Duties and responsibilities include but are not limited to:

  • Develop and manage centralized business center to provide oversight and management for the financial, customer relations, human resources, payroll, purchasing, and administrative functions of the Public Works Department. Serve as the liaison to the Departments of Finance, Budget and Management Services, the City Auditor, Human Resources, Information Technology, and the City’s Purchasing Division. Ensure responsiveness to inquiries from City Council and City leadership related to departmental programs and operations; serve as the liaison to the City Manager and Mayor’s Offices regarding citizen inquiries and complaints.
  • Oversight of overall departmental financial structure, financial and budgetary reporting, compliance with applicable City and State Codes, administrative directives, and procedures; fiscal and administrative accountability for the departmental Operating Budget and assigned sections of the Capital Improvement Program; and coordination of departmental procurement, accounts payable, and contracts management functions across all divisions.
  • Coordinate preparation of the department’s operating and capital budgets, including, those supporting operations in the General Fund, the Storm Water Enterprise Fund, the Waste Management Enterprise Fund, the City Garage Internal Service Fund, the Fuels Internal Service Fund, various special revenue funds and special service district funds, grant funds, and capital improvement program funds; forecast revenues and recommend appropriate rates to meet operational, capital and applicable debt service needs, manage the Storm Water Enterprise fund to ensure full compliance with all debt management policies; track billed services and collections against revenue estimates for various funds; and oversee the maintenance of accounting ledgers, records and files to provide operational and capital cost accounting.
  • Prepare operating and analytical financial reports and recommendations to establish long/short-range goals and objectives. Oversight of performance measurement and data analytics responsibilities on a department-wide basis.
  • Prepare department’s operating and multi-year fund budgets; submit timely responses to Budget and Management Services; participate in budget presentations to City leadership; prepare City Council agenda items for mid-year budget issues and represent department at Agenda Review meetings. Ensure compliance with responding to Freedom of Information Act requests, as well as, document and records management, including overseeing the file room; and other administrative tasks needed for the effective operation of the department.
  • Manage departmental customer information programs to internal and external customers including Transportation Engineering; Traffic Management, Streets and Highways: Facilities Management and Building Maintenance; Waste Management and Recycling; Storm Water: water quality, flood control, sea level rise, stormwater maintenance, BMP management, mosquito control; Coastal Programs: beach replenishment, navigation channel and neighborhood dredging, beach accesses. Coordinate customer and citizen communications about departmental programs in conjunction with operational subject matter experts.
  • Coordinate with the Department of Public Utilities related to billing and account management for storm water and solid waste collection, including: review of disputed accounts and charges, customer responses and correspondence, resource needs and overhead costs associated with billing and account management, timely notifications related to proposals to institute or change charges or rates, and the annual write-off process for uncollected accounts; ensuring programmatic compliance with Virginia Beach City Code Chapter 32.5 – Stormwater Management Utility and applicable state provisions, as well as, ordinances related to the Waste Management fee.
  • Coordinate all payroll, leave and Human Resources matters for the department, including recruitment and hiring, job classifications, member training, disciplinary action, grievances, processing personnel transactions, market salary surveys, etc.
  • Serves as the Department’s lead on Information Technology (IT) and as a counterpart to the Department of Communications and Information Technology (COMIT) liaison in the federated model of IT management.
  • Oversees the department’s purchasing efforts through the supervision of the department’s Contracts division. Works in close coordination with the Purchasing Division of Finance.

Minimum Requirements:

MINIMUMS: Any combination of higher level education equivalent to ten (10) years including at least three (3) years in a supervisory role in fields utilizing the required knowledge, skills and abilities such as business/public administration, budget, finance administration or management/program analysis. Must have, or obtain, a current and valid Virginia or North Carolina drivers license in accordance with Virginia or North Carolina DMV drivers license eligibility requirements. SPECIAL REQUIREMENTS: All employees may be expected to work hours in excess of their normally scheduled hours in response to short-term department needs and/or City-wide emergencies.
