Public Works Facilities Engineer

The Public Works Facilities Engineer provides strategic direction and management oversight of the of the Facilities Engineering Group. As a City Manager appointee, this position serves at the pleasure of the City Manager and is not considered part of the merit service as defined in City Code, section 2-75.

Duties and responsibilities include, but are not limited to:

  • Direct and oversee the activities of the Facilities Management Office, Facilities Design and Construction Division, Building Maintenance Division, and the Energy Management Office.
  • Implement improvements to ensure optimum, efficient use of equipment and personnel; oversee group purchasing, budgeting, personnel management, and other aspects of administration to provide effective and efficient utilization of available resources.
  • Oversee the development of the Buildings Capital Improvement Program (CIP). Implement building CIP via contractual procurement for the design and construction of City facilities while maintaining the project scope, budget, and schedule approved in the CIP.
  • Coordinate building maintenance and construction activities with City departments and other public and private agencies.  Performs the project management duties for the various planning, design, construction and administration phases of all capital projects.
  • Develop, review, and revise program, project management, and procurement processes as needed to be compatible with City systems, requirements, and resources.
  • Oversee an ongoing program for work reception, facility inspections and assessments; develop maintenance and repair programs and the implementation of those programs with City staff.
  • Manage the real estate properties leased by and/or to the City.
  • Oversee and manage the personnel security access program for all City buildings and facilities. Oversee the energy management function to include the energy and utility payments on behalf of the City.
  • Develop energy conservation projects and programs for the City. Provide support to the Mayor’s Energy Advisory Committee for community energy conservation initiatives. Meet with City Executive Leadership, elected officials, other City departments and agencies, state and federal agencies, and the public to explain and review the programs and projects managed by the Facilities Engineering Group. Attend City Council meetings as needed.

Minimum Requirements:

MINIMUMS:
Requires any combination of education (above the high school level) and/or experience equivalent to twelve (12) years in fields utilizing the required knowledge, skills, and abilities and associated with such positions as Assistant City/Chief Engineer, Principal Engineer, Project Engineer, or Facilities Manager.
Must be a licensed Professional Engineer (PE) or Registered Architect (RA).
Must have, or obtain, a current and valid Virginia or North Carolina drivers license in accordance with Virginia or North Carolina DMV drivers license eligibility requirements.

SPECIAL REQUIREMENTS:
Alpha I Status: Positions within this class have been designated as Alpha I positions requiring employees to work during inclement weather, regardless of the City's operational status.
All employees may be expected to work hours in excess of their normally scheduled hours in response to short-term departmental needs and/or City-wide emergencies.

Preferences:

5 years progressive senior level management experience
Bachelor or Master's degree in architecture or a facilities engineering.
Facilities design, construction, and maintenance experience
Fiscal and budget management experience
Experience managing building Capital Improvement Programs (CIP)
Program and project management experience
Municipal pubic works experience
Skill in effective oral and written communication.
Skills in monitoring and assessing performance of the organization and developing effective strategies and solutions to complex problems
Skills in maintaining interpersonal relationships with positive outcomes through demonstrated effective experience in providing high level of customer service to citizenry.
Ability to effectively represent the department before City Council, public agencies, and civic organizations and other various boards.
Ability to manage and interact with a large diverse workforce
Ability to foster a problem-solving environment, exercise sound judgment, and implement collaborative decision making.

VRS Contribution:   All full-time employees are required to contribute 5% of annual salary toward their retirement account; in accordance with VRS retirement provisions. This will be handled through a pre-tax payroll deduction.
