Job Duties:
Class Summary |
Coordinate the development and administration of Citywide training programs utilizing internal and external training resources and satellite and distance learning technology; ensure that records of all training classes conducted, participant rosters and instructors are maintained and made available throughout the organization; and administer the City's tuition reimbursement program.

Representative Work Functions and Responsibilities |
Administer overall activities, space utilization, equipment and material availability for the training facility.
|
Provide supervision and leadership of Learning & Development staff to include strategic oversight and planning, leave management, performance expectations, and career growth.
|
Coordinate development of a semi-annual consolidated training catalogue, including safety, micro-computer and other citywide programs.
|
Obtain and /or develop effective training materials utilizing a variety of media
Provide technical oversight of the Learning Management System (LMS); provide strategic direction in configuration and enhancements
Coordinate the assessment of individual, departmental, and citywide training needs; and facilitate the development and delivery of programs to meet those needs

Review, approve, or deny, all applications for tuition reimbursement to determine eligibility; and administer the tuition reimbursement budget, maintaining reimbursement within in-state tuition rates to maximize cost/benefit ratio.

Provide guidance and counseling to employees seeking career development through education and training to assist employees in taking the proper courses.

Review existing training programs; suggest enhancements and modifications to improve engagement, learning, and retention
|
Provide purchasing oversight and monitor divisional budget |
|
Perform other job duties requiring skills, knowledge and physical requirements as demanded by those duties described or less. Individual assignments will be determined by the supervisor based on then current workloads and department needs.

Minimum Requirements:
MINIMUMS: Requires a Bachelor's degree in a related field plus eight (8) years of experience utilizing the required knowledge skills, and abilities, or any combination of education (above the high school level) and/or experience equivalent to twelve (12) years in fields utilizing the required knowledge, skills, and abilities. SPECIAL REQUIREMENTS: All employees may be expected to work hours in excess of their normally scheduled hours in response to short-term department needs and/or City-wide emergencies.

Preferences:
Preferred certifications include: IPMA-CP/IPMA-CS; CPTD (Certified Professional in Talent Development); SHRM-CP or SHRM-SCP (Certified Professional or Senior Professional)
Preferred qualifications include experience as a Senior Corporate Trainer/Manager, supervisory and curriculum development experience; experience conducting needs assessments, analyzing results and making training/development recommendations; experience managing divisional or program budget; and ability/experience in providing technical oversight of a learning management system (LMS),
Special Instructions:

VRS Contribution: All full-time employees are required to contribute 5% of annual salary toward their retirement account; in accordance with VRS retirement provisions. This will be handled through a pre-tax payroll deduction.
