Project Objective 

In August 2022, The United States Agency for International Development (USAID) awarded International Business Initiatives Corporation (IBI) the Evaluation Survey Services Plus (ESS+) contract; to support USAID/Haiti and its partners with evaluations, survey and study support, capacity building and learning events, and in-country Third Party Monitoring. IBI partnered with SI to implement the USAID/Haiti Evaluation and Survey Services Plus (ESS+) Activity.

USAID/Haiti has engaged Haiti ESS+ to conduct a Final Performance Evaluation to assess the performance of ATTEINDRE. USAID ATTEINDRE/ATTAIN is a four-year activity which aims to provide targeted support to MSMEs to become bankable enterprises, enabling them to grow, become more competitive and generate jobs. As a result of ATTEINDRE, MSMEs will have more growth opportunities, thus contributing sustainably to household income, business expansion, and job creation. This, in turn, leads to increased household resilience and more inclusive economic growth. 

Position Description 

Haiti ESS+ is seeking an Assistant Team Leader (ATL)/Subject Matter Expert consultant to support all technical and management aspects of the ATTEINDRE final performance evaluation. S/He will be expected to work closely with the evaluation Team Leader (TL), and Research Specialist, the local data collection firm, the Haiti ESS+ team, as well as the SI headquarters project management team to ensure quality and timely deliverables.

The evaluation level of effort is approximately 10 – 12 weeks (from 60 to 72 days), inclusive of two to three consecutive weeks (18 days) of data collection and analysis. This position is open to local Haitian citizens only.

Roles and Responsibilities 

  • Collaborate with the team leader on strategic and operational planning, implement approved evaluation Design, and ensure compliance with all USAID contractual reporting and financial requirements for the ATTEINDRE evaluation.
  • Under the team lead’s guidance, participate in the design and implementation of ATTEINDRE-related instruments, writing, and analysis.
  • Conduct analysis and review of data and provide economic growth and MSME expertise. Contextualize analysis and findings to the specific Haitian context.
  • Participate in USAID meetings and internal evaluation team meetings.
  • Ensure all deliverables reflect the realities and expertise from the economic growth and MSME development lens.
  • Work closely with SI HQ all project personnel.
  • Participate in the data collection and analysis, ensuring data quality.
  • Support writing all deliverables associated with the evaluation including, but not limited, to the evaluation design (including tools) and the draft and final reports in conformity with SI and USAID regulations, and the Scope of Work.
  • Meet all deadlines and record maintenance-including, but not limited to, collecting, and managing quantitative data and producing notes for all qualitative data collection events for delivery to USAID.  
  • Assist Haiti ESS+ in maintaining good working relationships with USAID, Government of Haiti counterparts, local organizations, and other program partners. 

Qualifications 

  • Minimum of a master’s degree in economics, Business (MBA), MSc in Finance, Public Policy or other Business development/finance or economic related field.
  • Documented track record of 7 years’ experience in quantitative evaluations in Haiti and/or MSME evaluations in Haiti.
  • Strong background in finance, capacity building and small business development and market research data collection and analysis.
  • Proven leadership and organizational skills to successfully support the team leader.
  • Ability to understand financial mechanisms and infrastructure for Micro, Small and Medium Enterprise (MSME) and know how to foster relationships with diverse local counterparts, including government representatives, MSME, donors, and donor-funded implementers.
  • Expertise in quantitative and qualitative methodologies (interviews, focus group discussions, etc.) to collect the required data in a timely manner.
  • Strong background in finance, capacity building, and micro, small and medium enterprise (MSME) development.
  • Ability to understand financial mechanisms and infrastructure MSME and know how to foster relationships with diverse local counterparts, including government representatives, MSME, donors, and donor-funded implementers.
  • Excellent interpersonal skills, including experience successfully interacting with host government officials, civil society partners, and other stakeholders.
  • Sound knowledge of Haitian Social, economic, and political dynamics is a plus.
  • Proven leadership and organizational skills to successfully support the Team.
  • Excellent interpersonal, facilitation and presentation skills with fluent spoken, written, and reading abilities in English and French (Haitian Creole is highly desirable).
  • Excellent writing skills, including experience writing evaluation and/or assessment reports.
  • Work experience with USAID is an asset.
