Opportunity

Perform complex legislative work. Work involves serving as a liaison between the Houston-Galveston Area Council, member and nonmember governments, state agencies and governmental and legislative entities. May provide guidance to others. Works under general supervision, with moderate latitude for the use of initiative and independent judgment.

 

Examples of work include

Participates in agency activities related to council meetings, commissioners court meetings the state legislative session, legislative hearings, and meetings with elected officials, legislative staff, and other liaisons.

Coordinates agency interaction with local municipalities, counties, state, and federal agencies.

Coordinates responses to legislative inquiries and reviews and edits legislative correspondence.

Monitors county and city agendas, and standing and interim committee schedules, and communicates relevant information to agency management.

Monitors upcoming elections and subsequent results and provides analysis on impacts to the Houston-Galveston Area Council and the region.

Prepares report summaries of meetings and hearings. Assists with preparing reports on newly enacted laws and pending, local, state and federal legislation.

Prepares talking points, and other relevant information needed for meetings with elected officials.

Assists with developing proper protocol and procedures for communicating with legislators and staff.

May identify a need for, develop, schedule, and conduct legislative training for employees within an agency.

Performs related work as assigned.

 

Requirements

The successful candidate will have at a minimum:

  • Bachelor’s degree in Political Science, Business Administration, Public Administration or related field of study
  • Five (5) years of experience working with local government, nonprofit programs, federal and state legislative processes and state government administration
  • Graduation from an accredited four-year college or university with major coursework in a field relevant to the assignment is generally preferred. Experience and education may be substituted for one another.
  • General understanding of the role and function of a regional planning commission.

Preferred qualifications include:

  • Master’s degree in Political Science, Business Administration, Public Administration or related field of study
  • Eight (8) years of experience working with Federal, State, or local government, or nonprofit organizations.
  • Experience working with the federal or state legislature, legislative staff, county or city government.
