CARE has the opportunity to improve performance, effectiveness, and impact at scale through adaptive management and rapid-cycle learning. We are seeking a Technical Advisor - Adaptive Management, who will lead on these improvements that will lead to a greater impact for the people we serve by increasing CARE’s return on investment. By combining new metrics on cost-effectiveness and scaling potential, support to project teams to apply agile learning methods, and near real-time data capabilities, we can increase our efficiency, impact, and scale. We can also make CARE a more attractive partner to donors and position CARE to be an industry leader that influences others.

CARE is investing in three critical areas of adaptive management 1) building rapid testing into project design; 2) engaging project teams in data-driven adaptation to increase impact and influence; and 3) equipping teams with the skills to analyze and apply data, and track results quickly.

Responsibilities:

  • Develop metrics and measurement tools: Propose, validate, and finalize key indicators on adaptive management to pilot with select CARE projects.
  • Coordinate documentation and learning: document core case studies on adaptive management, support an Adaptive Management community of practice, and
  • Strengthen CARE's adaptive management skills: partner with the Digital team to roll out data use trainings and adaptive management support, develop and deliver capacity strengthening materials for project teams and CARE partners.
  • Directly support project teams: Partner with at least 10 projects to support their ability to use adaptive management for improved impact, efficiency, and scale

Qualifications:

  • College degree in management, international development, product design, data analysis, public policy or similar fields (or equivalent combination of education and work experience)
  • Excellent written and verbal communication skills  
  • 5-7 years work experience
  • Experience with project management, adaptive management, monitoring and evaluation, data analysis for decision making
  • Strong interpersonal and negotiation skills * Ability to operate independently and work across teams and units
  • Data visualization and analysis skills
  • Work, life, or educational experience in developing country contexts. Priority will be given to people from the countries where CARE works and who can demonstrate experience working directly with communities
