Role Summary

This pivotal role aligns with the formalization of the International NGO Forum in Chad. As the Coordinator, you will spearhead the forum's operations, lead its Secretariat team, and serve as the voice of international NGOs to authorities, donors, and the wider humanitarian community. Your leadership will be instrumental in ensuring high-quality service delivery, fostering collaboration, and advancing humanitarian efforts in Chad.

Key Responsibilities

1. Forum Structuring & Sustainability

  • Finalize and formalize the forum’s foundational documents and operational tools.
  • Develop and implement strategic work plans and business plans.
  • Communicate the forum’s establishment to stakeholders, including authorities, donors, and UN agencies.
  • Secure funding to ensure the forum’s long-term sustainability.

2. Representation, Communication & Advocacy

  • Represent forum members in engagements with donors, authorities, and diplomatic entities.
  • Actively participate in key coordination forums, such as humanitarian clusters and government-led initiatives.
  • Advocate for INGOs’ interests, including revisions of laws impacting NGOs, and promote adherence to humanitarian principles.
  • Build and maintain strategic relationships with stakeholders, including UN agencies, national NGOs, and other partners.

3. Information Sharing & Coordination

  • Facilitate internal forum meetings (e.g., monthly plenary sessions, thematic working groups).
  • Disseminate key information and reports to members.
  • Support effective collaboration between INGOs to strengthen humanitarian response planning and execution.

4. Safety, Security & Office Management

  • Oversee safety and security measures in collaboration with INSO, UNDSS, and CMCoord.
  • Supervise the Secretariat, ensuring efficient office management, budget oversight, and staff well-being.
  • Drive studies and advocacy on access and security challenges for humanitarian actors.

5. Quality Management & Program Delivery

  • Promote knowledge-sharing among members on operational and administrative challenges.
  • Monitor the forum’s activities, ensuring objectives and deliverables are met.
  • Provide timely, high-quality reporting to donors and other stakeholders.

About You

You are an experienced humanitarian professional with a passion for advocacy, coordination, and fostering collaboration in complex and challenging environments. You bring:

  • Experience:
    • At least 5 years of international experience with INGOs, international organizations, or donor agencies in complex emergencies.
    • Proven success in inter-NGO coordination, advocacy, and program delivery in conflict-affected areas.
  • Skills:
    • Exceptional communication, negotiation, and interpersonal skills.
    • Demonstrated ability to prepare proposals, budgets, and reports.
    • Leadership and team management capabilities, with a focus on delegation, accountability, and collaboration.
  • Knowledge:
    • Deep understanding of humanitarian architecture, including the UN system, Clusters, and coordination mechanisms.
    • Advocacy expertise with a strong commitment to humanitarian principles and international humanitarian law.
  • Languages:
    • Fluency in both written and spoken French and English is mandatory.

Required Qualifications:

- At least 5 years' international experience with an INGO, an international organization or as a donor representative in complex emergencies.
- Demonstrated experience in inter-NGO coordination
- Demonstrated communication, interpersonal and negotiation skills
- Documented skills in preparing proposals, budgets, and reports
- Demonstrated leadership skills
- Computer skills
- Fluent spoken and written French and English
- Strong advocacy experience in conflict-affected countries
- Proven knowledge of humanitarian architecture, UN system (Country Humanitarian team, Clusters)

Preferred Qualifications:

- Experience as head of mission/country director is an asset
- Knowledge of law/legal aspects would be a plus
- Experience working in Chad would be an asset
- Knowledge of international humanitarian law and humanitarian reform is a plus
