Position
CARE seeks a visionary leader with a demonstrated track record of excellence in people management, program development and execution, resource mobilization and having an impact on endemic poverty in the United States.
The leader of CARE’s United States Program will lead the next phase of growth in applying successful anti-poverty tools from around the world to the United States. CARE seeks to grow this million-dollar program into a major $50M+ force for addressing multidimensional poverty in the United States. It is an extraordinary opportunity for a bold entrepreneurial leader that wants to utilize CARE's platform to create scaled change.
CARE has succeeded in responding to emergencies in the US through its CARE Parter Network of community-based organizations along the Gulf Coast, like its Humanitarian Partnership Platform in the Philippines and other countries. CARE is now a leader in providing cash assistance to families often overlooked by federal and state emergency programs.
CARE's US Program is also piloting innovative savings programs modeled after the Village Savings and Loan Association program that CARE has pioneered around the world, the ambition of adapting and scaling this program to hundreds of thousands of people in the US with little access to savings and credit.
The leader of US Programs will engage stakeholders in creating a vision and growth strategy for the program and will motivate a team of talented staff to deepen their impact, capacities, and application of CARE's global best practices.
This leader will work closely and directly with CARE’s CEO and the Vice President for US Programs and Policy (USPPA), as well as with board members and senior leadership across the organization, to carry out a joint vision. The head of US Programs will represent CARE in numerous external fora and in the media.
Responsibilities
Vision and Strategy | 20%
· Working closely with the CEO, VP of USPPA and other program leaders at CARE, the head of US Programs will create a bold vision and clear strategic plan for CARE’s programming in the United States.
· This leader should source program ideas to pilot and test in the US, ensure excellence in MEAL functions for learning and adapting during pilots, and then lead the scaling of successful pilots.
· The US Program head will be responsible for clearly, passionately, and persuasively articulating this vision and strategy to internal stakeholders to create momentum for resource mobilization and growth.
Resource Mobilization | 40%
· The US Programs lead has primary responsibility for raising the necessary funds to achieve the vision, implement the strategy, and grow the program. The US Program has the potential to be in the tens of millions of dollars.
· This person will mobilize resources from new donors and networks that have not historically worked with CARE. They will broker partnerships and cultivate relationships of a diverse variety of stakeholders.
· The leader will be supported by the CEO, VP/USPPA, and by CARE's Resource Mobilization team for all donor outreaches.
Program and Financial Management | 15%
· The US Programs lead has ultimate responsibility for the excellent implementation and management of programs and their financial management. The US Program staff team will support the day-to-day implementation of programs and pilots.
· This leader will ensure that all donor funds are spent in accordance with their purpose and timelines, taking a proactive approach to the over or underspending of funds. The department's finance manager will support the US Program leader in day-to-day financial management and will prepare reports for this leader to review and make management decisions.
Staff Management | 15%
· This position will ensure that a diverse, motivated, and high-functioning team is in place to grow with excellence in all programs.
· This leader will link the US Programs team to other parts of CARE to foster strong cross-functional collaboration and communication and serve as a champion in fostering relationships for the US Programs team with other CARE teams.
· The leader will stay abreast of and engaged with each program manager’s realm of responsibility and include subject matter experts on the team in key decisions.
· The leader will provide day-to-day oversight of the staff and fulfill all supervisory functions, including fostering professional development to grow the team.
External Representation | 10%
· This leader will represent CARE's US Program in numerous external conferences, meetings, and in the media. They will be a strong, proactive spokesperson and advocate for CARE's US Program with external stakeholders.
Qualifications and Skills
Education
· Master’s degree in business and/or nonprofit administration, community development, or related subject or equivalent combination of education and work experience.
Experience
· Experience in designing, implementing and evaluating programmatic interventions in the United States that address intergenerational poverty and economic exclusion.
· Previous successful experience in leading strategy development for complex organizations and/or launched a successful venture.
· Brings an entrepreneurial mindset, approaching challenges with creativity, perseverance, and grit; can take a glimmer of an idea and turn it into a reality.
· Experience brokering unexpected partnerships and being able to find unique commonality between actors is essential to success.
· Thrives in multi-stakeholder environments and can motivate people to action. Specifically, this person should have experience managing government, civil society, entrepreneurs, and private sector entities towards a common goal.
· Deep knowledge and understanding of the poverty and social justice ecosystem in the United States. Living or working in low-income communities of color in the US is strongly desired.
