Position Overview: As the Business Development and Partnership Coordinator, you'll play a pivotal role in driving the growth of our program portfolio. You'll be at the forefront of developing high-quality concept notes and proposals, securing vital funding from major institutional donors, bilateral agencies, and private foundations. Your collaborative spirit will unite technical experts, program managers, and financial specialists to design impactful programs that resonate with funders.

Responsibilities:

Program Design & Development:

  • Lead and coordinate resource mobilization efforts to develop and submit high-quality concept papers and proposals.
  • Ensure all submissions align with CARE program quality standards and various markers (e.g., gender equality, inclusive governance).
  • Provide matrixed leadership at all stages of program design initiatives, troubleshooting, problem-solving, and appropriate escalations.

Unlocking Funding Opportunities:

  • Continuously identify potential funding opportunities aligned with CARE's strengths and strategic goals.
  • Cultivate strategic partnerships with key stakeholders to raise CARE South Sudan’s profile as a ‘partner of choice’.
  • Gather intelligence on forthcoming funding opportunities from institutional donors and engage directly to generate new funding opportunities.

Strategic Partnerships and Donor Compliance:

  • Maintain, cultivate, and track relationships with key contacts within government entities, private sector partners, and NGOs.
  • Develop strategic links and networks by highlighting CARE’s programming strengths and policy positions.
  • Capture and showcase programmatic results and successes to donors through various initiatives.

Knowledge Management, Learning and Communication:

  • Develop a country office knowledge and learning management strategy in collaboration with program staff.
  • Ensure evidence-based programming and feed learning into program design and implementation.
  • Organize semiannual and annual Program Quality reviews and learning events for all projects.

QUALIFICATIONS:

  • Bachelor’s degree in a relevant field (Social Science, Public Administration, Business Administration, Developmental Studies) 
  • Master’s degree in Social Sciences, Development studies or other related fields or combination of relevant education and experience 
  • 5 years of experience in working in a conflict context supporting humanitarian assistance programs 
  • Understanding of and experience with various donor proposal and reporting requirements 
  • Deep knowledge and experience of working in international development and/or humanitarian business development roles in the South Sudan or  any Crisis context
  • Experience in development of opportunities with public, private, institutional, and Philanthropic funders, donors, and investors of all sizes. Thorough understanding of and previous experience developing funding proposals for complex funding from large institutional donors preferred. 
  • Experience and commitment to promoting gender equality and to gender transformative programs
  • High level of influential leadership and strategic collaboration skills from a matrixed role to bring people together for collective ideas and action.
  • Ability to build and maintain positive working partnerships with stakeholders, in particular donors, partners, local organizations, and government officials. Ability to build networks with external and internal stakeholders.
  • Demonstrated success in securing international development funding from sources such as USAID/OFDA, EU/ECHO, DFID, GAC, DRA the UN and other institutional donors
  • Excellent analysis and written skills for writing concept papers and design documents (including log frames and indicators).
  • Demonstrated proposal development experience, including managing proposal development teams.
