TVET Evaluation Expert, Evaluation of the MCC Côte d'Ivoire TVET Activity

Project Objective:

SI is providing mixed methods performance evaluation services to Millennium Challenge Corporation (MCC) for the Côte d'Ivoire Technical and Vocational Education and Training (TVET) Activity. The Activity will establish three new TVET centers that will be developed and managed through public-private partnerships with selected consortia representing industries in Côte d’Ivoire. In addition, the TVET Activity will support the development of a permanent tracer study system and a national accreditation system for TVET centers. 

The period of performance for this contract is multiple years, extending from 2025-2029.

Position Description:

SI is seeking a senior-level TVET Evaluation Consultant to support in all phases of the evaluation of the TVET Activity. 

Responsibilities:

• Provide technical advice and expertise across TVET to develop appropriate evaluation tools and instruments.
• Participate in data collection efforts.
• Provide inputs to the evaluation report.

Qualifications:

• A minimum of a Master’s degree in in economics, workforce education and development, career and technical education, statistics, or another field directly relevant to the evaluation.
• A minimum of fifteen (15) years of relevant experience designing, implementing, and disseminating results of impact and/or performance evaluations of TVET and workforce development projects, particularly through publication in peer-review journals.
• Experience designing and carrying out evaluations in the education sector, particularly with a strong understanding of technical and vocational training programs, labor markets, and youth employment.
• Experience designing and carrying out pre-post performance evaluations.
• Experience with the design and implementation of multi-topic quantitative household and or enterprise surveys in developing country context.
• Experience with the design and implementation of multi-topic qualitative surveys and longitudinal studies in a developing country context, including key informant interviews and focus group discussions.
• Experience conducting tracer surveys with a time horizon of at least 18 months.
• Strong economic and statistical skills, including experience with detailed, high-level quantitative data analysis and survey sampling.
• Experience with qualitative data analysis and sampling.
• Demonstrated ability to translate technical findings into clear, concise results and findings, both orally and in writing.
• Full professional fluency in written and spoken English and French.

Preferred Qualifications:

• Experience working in Côte d'Ivoire, preferably in the TVET or workforce development sectors.
