Purpose of Proposal:

The upcoming Third-Party Monitoring Consultant Services (TPMC) Services will perform monitoring services in Environmental and Social Framework (ESF), procurement, and financial management, including verification that the projects’ financial management and procurement arrangements comply with World Bank requirements, and that the physical implementation of projects is in accordance with signed contracts and approved ESF instruments, which are prepared based on the requirements of the World Bank ESF and relevant laws and regulations of Ukraine.

 

Summary of Role:

Social Impact seeks a Senior Social Specialist to support the upcoming World Bank TPMC Services by reviewing environmental and social documents that have been prepared for each project for familiarization with the provisions agreed to in these documents. The expected duration of this assignment is 12 months with the possibility of extensions based on business needs.

Duties and Responsibilities

  • Conduct field site visits to ensure that the provisions of the social instruments have been implemented. The level and type of information to be collected will be determined in part by the nature of the project (complexity and level of adverse impacts).
  • Collect basic project information on impacts, if relevant (amount of land needed for the project; how these lands were acquired; who owns the land, whether these lands are acquired permanently or temporarily). For the above, clarify whether on-site implementation diverges from the ESF instruments provision.
  • Clarify the number of people affected and how they are affected (displaced, land take, livelihoods impacts, other).
  • Collect basic information on the process (evidence and nature of consultations carried out); evidence of a Grievance Redress Mechanism (GRM) in place and whether it is being accessed, such as number of complaints received and resolved; checking to see whether the Bank’s disclosure policies are met, including whether documents are translated and made available to the public.
  •  In the case of land taking, assess whether any non-compliance with the Bank’s policies is evident, including the need to prepare any additional instruments, and the adequacy of compensation and resettlement assistance provided by the project.

 

Required Experience

  •  A university/master’s degree in social sciences, such as sociology/rural development/anthropology/or any other relevant discipline with relevant experience in the field of social development.
  • Minimum 10 years of work experience in social assessment/social management, preferably in Ukraine.
  • Knowledge of institutional arrangements and social issues in Ukraine.
  • Knowledge of World Bank environmental and social frameworks.
  • Some prior experience either in Bank/IFI financed projects and/or large infrastructure projects.
  • Proficiency in PC-based applications such as MS Word, Excel, Microsoft Project, data management, and excellent in Web research and navigation tools.
  • Fluency in Ukrainian and good knowledge of English.
