Senior Transport Engineer
Purpose of Proposal:
The upcoming World Bank Third-Party Monitoring Consultant (TPMC) Services will perform monitoring services in Environmental and Social Framework (ESF), procurement, and financial management, including verification that the projects’ financial management and procurement arrangements comply with World Bank requirements, and that the physical implementation of projects is in accordance with signed contracts and approved ESF instruments, which are prepared based on the requirements of the World Bank ESF and relevant laws and regulations of Ukraine.

Summary of Role
Social Impact seeks a Senior Transport Engineer to support the upcoming World Bank TPMC Services by verifying results under component 1: repair of residential units with partial damage; and component 2 resigns/repairs for multi-family building carried out by selected participating hromadas of the Housing Repair for People’s Empowerment Project, helping to increase households’ access to repaired housing units damaged by Russia's invasion. The expected duration of this assignment is 12 months with the possibility of extensions based on business needs.

Duties and Responsibilities:
Under Component 1: Repair of Residential Units with partial damage:
- Undertake site visits to modular bridge installation sites (subject to safety/security risks) to validate reporting from the Reconstruction Authority and United Nations Office for Project Services.
- Review and confirm location and basic dimensional data provided to the Bank (e.g. scale and configuration of installed bridges).
- Check on availability of Field Service Representatives from the selected modular bridge supplier, who should be on site to ensure safe installation.
- Conduct ad-hoc interviews with community members near bridge sites to assess whether Environmental and Social Management Plan provisions have been followed during bridge installation.
Under Component 2: Designs/repairs for multi-family building carried out by selected participating hromadas. Tasks would include:
- Carry out field visits to confirm compliance of Microfinance Banks selected for designs with criteria described in the project appraisal documents and project operations manual.
- Confirm that contracts procured by hromadas comply with agreed procurement, financial management and ESF requirements.
- In coordination with the World Bank team, identify capacity gaps and emerging technical, procurement, financial management and/or ESF related deficiencies which need to be addressed.
- In conjunction with the World Bank team develop and implement an action plan to address gaps and deficiencies.
- Confirm that consulting services and any works carried out under component 2 are of adequate quality and responsive to the terms of references; and
- Carry out other field visits, spot checks, or data gathering in the participating hromadas if requested by the WB team.
Required Experience
- A University degree in business administration, finance, engineering or civil engineering, or economics.
- 10-15 years of practical experience in project management in the respective field.
- Demonstrated ability to work in and travel to targeted areas.
- Good understanding of the World Bank’s procurement guidelines, contract management, and good understanding of technical specifications in the respective field.
- Proficiency in PC-based applications such as MS Word, Excel, Microsoft Project, data management, and excellent in Web research and navigation tools.
- Excellent command of English Language (reading, writing and speaking).
