Chief of Party, USAID/Yemen Continuous Learning and Evaluation (YCLE) Follow On Project, Amman, Jordan

Proposal Objective: 
Social Impact is pursuing the upcoming multi-year USAID/Yemen Continuous Learning and Evaluation (YCLE) Follow On Project. The project is designed to provide rapidly deployed, robust, on-the ground, in-country oversight of USAID funded development activities implemented in Yemen. We anticipate YCLE to provide a variety of services to USAID/Yemen to enable it to effectively monitor program performance and operational context; evaluate the performance and results of USAID/Yemen activities; and learn and adapt for improved effectiveness. This contract will result in strengthened monitoring, evaluation, and learning (MEL) systems at USAID/Yemen and enhanced MEL capacity of local entities to improve accountability and increase the use of evidence for programming, learning and adapting. The overall goal of YCLE is to enable USAID/Yemen to become a more effective and adaptive development organization, with a focus on performance and contextual monitoring and verification services; evaluation services; analysis and reporting services; collaboration, learning, and adaptive management services; and program support services. The anticipated award date for the YCLE Follow On will be Spring 2025.  

Position Description: 
Social Impact is seeking a full-time Chief of Party to provide overall strategic vision, technical leadership and management for the USAID YCLE Follow On contract.  This will be a full-time position based in Amman, Jordan for the duration of the contract, contingent upon contract award. 

Responsibilities: 

  • Provide overall leadership and management of the YCLE contract, supervising the team of locally and internationally based staff and consultants.  
  • Develop and oversee contract work plans, budgets, and reports based on expected contract outputs and results using an adaptive management approach. 
  • Manage the activity’s resources in accordance with the contract budget as well as USAID policies and regulations. 
  • Ensure quality, responsiveness, and timeliness of all deliverables through YCLE across all technical components.  
  • Identify contractual risks in a timely manner and collaborate with the YCLE team to prevent or mitigate issues.   
  • Serve as the main point of contact and representative of YCLE with USAID Yemen, Social Impact, and other stakeholders.  
  • Support the YCLE team in adapting activities and operations to the Yemen context.  

Qualifications:

  • Master’s degree in the field of international development, business administration, public administration, social sciences, or related field. 
  • Minimum 10 years of relevant experience in international development. Experience in the oversight of development or humanitarian programs as Chief of Party and/or experience in the MENA region are preferred.  
  • Experience designing, conducting, and/or overseeing monitoring, evaluation, CLA, and capacity strengthening tasks for international development projects, preferably funded by USAID.  
  • Experience managing MEL activities in non-permissive environments and conflict zones, preferably in Yemen or the MENA region.  
  • Demonstrated understanding of USAID initiatives, policies, and priorities, including USAID’s CLA practice, Localization Initiative, etc.  
  • Proven supervisory, mentorship, and leadership capabilities for all levels of local and international staff (employees and consultants). 
  • Demonstrated ability to effectively interact and develop relationships with USAID, local professionals, international donors, host country government counterparts, and implementing partners.  
  • Excellent oral and written English; proficiency in Standard Arabic is a plus.
