Senior Monitoring, Evaluation, & Learning (MEL) Director, USAID/BHA Central Africa Regional Third-Party Monitoring (CART) Project 2, Democratic Republic of Congo (DRC)

Proposal Objective:
Social Impact is bidding on the upcoming follow-on to the USAID Bureau for Humanitarian Affairs (BHA)’s Central Africa Regional Third-Party Monitoring (CART) project. This project is an independent, impartial, timely, responsive, contextualized and forward-looking third-party monitoring (TPM) activity. CART’s mandate is to assess the performance of assigned BHA activities in the context of adaptive management in the Central African Republic (CAR), the Democratic Republic of the Congo (DRC) and the Republic of the Congo (ROC).
Position Description:
Social Impact is seeking a full-time Senior MEL Director for the USAID CART 2 contract to oversee and lead monitoring, Third Party Monitoring (TPM), and assessment tasks. This includes supporting USAID/BHA and BHA implementing partners (IP) with appropriate technical tasks.
This will be a full-time position based in Kinshasa, DRC for the duration of this regional TPM contract, contingent upon contract award. The anticipated award date for the proposal is Fall 2025.

Responsibilities:
- Manage and oversee the development and execution of MEL and Third Party Monitoring (TPM) tasks, including the recruitment and management of MEL/TPM experts and evaluation team members.
- Ensure that short- and long-term monitoring team members are of a high caliber and possess the required technical expertise.
- Oversee Data Quality Assessments (DQAs) and ensure USAID/BHA understands strengths and weaknesses of their performance data.
- Oversee learning opportunities for USAID/BHA and IPs.
- Oversee and support collection of and provision of independent primary data on USAID/BHA programming, including ensuring technology-based tools and methods are incorporated, and collaboration with USAID/BHA partners occurs.
- Collect beneficiary feedback of affected populations.
- Ensure high quality production of final products by reviewing and providing feedback on proposed processes and products, as well as leading on those processes as applicable.
- Lead or participate in activity teams, as necessary, to ensure high quality completion of assigned tasks.
- Develop MEL and TPM plans, select performance indicators, and ensure high quality collection of monitoring data.
- Provide quality assurance/quality control for local subcontractors.
- Contribute to project reporting requirements which may include, but are not limited to: quarterly and weekly reports, evaluation and case studies, success stories, etc.
- Participate in or lead the design and implementation of communication and dissemination strategies as part of a learning or strategic communications agenda.
- Conduct tasks related to MEL system strengthening for USAID staff and partners.
- Conduct participatory training/consultations/workshops and other capacity development efforts on MEL and TPM specific issues to mobilize MEL and TPM expertise in the country.
- Work with USAID staff to identify and develop the methodologies necessary to meet the deliverables required for MEL and TPM related tasks.
Qualifications:
- Master’s degree in the field of international development, public administration, business administration or related field.
- Minimum of 10 years of demonstrated experience in MEL and TPM such as:
- Design and management of TPM activities across DRC, CAR, and ROC, development of TPM plans, and experience directly overseeing teams engaged in TPM.
- Experience working in non-permissive environments and conflict areas– and especially TPM and MEL.
- Design and management of indicators, using performance monitoring data to improve programs, developing MEL and learning/adaptive management plans and performance management plans, conducting DQAs, overseeing data collection, conducting analysis with monitoring data, and reporting on monitoring data to diverse stakeholders.
- Strategic planning, facilitation of learning, fostering stakeholder collaboration, development and incorporation of learning tools and strategies on project activities, using strategic communications, promoting knowledge management practices and systems, championing use of evidence-based planning and programming, applying systems thinking and behavioral change for adaptive management.
- Demonstrated experience working with and leading multi-cultural and diverse teams and participants.
- Experience leading training, facilitation, and/or mentoring on TPM, M&L subject areas with USAID Missions, government staff, and/or IP staff.
- Strong leadership and interpersonal skills.
- Experience building relationships with clients and organizations, engaging stakeholders, and partnerships in the development context.
- Experience leading communities of practice and convening stakeholders (including government partners) to reflect upon and interpret data for programmatic improvement and decision making.
- Experience in knowledge management procedures and systems thinking.
- Excellent oral and written English and French.
