Director of Finance and Administration (DFA), USAID/BHA Central Africa Regional Third-Party Monitoring (CART) Project 2, Democratic Republic of Congo (DRC)

Proposal Objective:

Social Impact is bidding on the upcoming follow-on to the USAID Bureau for Humanitarian Affairs (BHA)’s Central Africa Regional Third-Party Monitoring (CART) project. This project is an independent, impartial, timely, responsive, contextualized and forward-looking third-party monitoring (TPM) activity. CART’s mandate is to assess the performance of assigned BHA activities in the context of adaptive management in the Central African Republic (CAR), the Democratic Republic of the Congo (DRC) and the Republic of the Congo (ROC).   

Position Description:

Social Impact is seeking a full-time DFA to oversee and guide all financial, operational, contractual, and administrative aspects of USAID/BHA CART 2.

This will be a full-time position based in Kinshasa, DRC for the duration of the contract, contingent upon contract award. The anticipated award date for the proposal is Fall 2025.

Responsibilities:

  • Manage and oversee activity finance, operations, procurement, and administration for the Kinshasa-based office. 
  • Supervise and mentor staff who work on finance, operations, procurement, , and administration (inclusive of human resources, security, and payroll).
  • Work with the Chief of Party to ensure compliance with contractual obligations and deliverables in line with USAID regulations and SI policies and procedures.
  • Oversee procedures for activity financial management, procurement, sub-contracts, human resources, and consultant contracts to ensure transparency and good business practices.
  • Manage activity start-up and support initial work planning process.
  • Oversee and establish security processes and plans for the contract that are aligned with SI security processes and serve as the Project Office point of contact with the SI HQ team.
  • Establish procedures for financial operations, banking, and reporting.
  • Develop monthly, quarterly, and annual financial reports.
  • Conduct regular meetings with SI HQ.

Qualifications:

  • Master’s degree in the field of international development, financial management, business administration, or related field.
  • At least eight years of professional experience, with five years of financial management and contracts oversight experience and expertise on USAID-funded projects.
  • Experience managing financial, security, and administrative efforts in DRC, in similar positions on USAID contracts.
  • Demonstrated knowledge of USAID contractual, administrative, and financial regulations.
  • Knowledge of and experience with Congolese payroll income tax calculations and health policy calculations for full-time staff.
  • High proficiency with Microsoft Office Suite, particularly Excel and QuickBooks.
  • Computer literacy and superior oral and written communication skills.
  • Proven supervisory, mentorship, and leadership capabilities for all levels of staff (employees and consultants).
  • Excellent oral and written English and French.
