Chief of Party, USAID/BHA Central Africa Regional Third-Party Monitoring (CART) Project 2, Democratic Republic of Congo (DRC)

Proposal Objective:

Social Impact is bidding on the upcoming follow-on to the USAID Bureau for Humanitarian Affairs (BHA)’s Central Africa Regional Third-Party Monitoring (CART) project. This project is an independent, impartial, timely, responsive, contextualized and forward-looking third-party monitoring (TPM) activity. CART’s mandate is to assess the performance of assigned BHA activities in the context of adaptive management in the Central African Republic (CAR), the Democratic Republic of the Congo (DRC) and the Republic of the Congo (ROC).   

Position Description:

Social Impact is seeking a full-time Chief of Party to provide overall leadership of this regional TPM project, including overall activity management and overseeing technical operations and support.

This will be a full-time position based in Kinshasa, DRC for the duration of the contract, contingent upon contract award. The anticipated award date for the proposal is Fall 2025.

**Candidates based in DRC or with Congolese citizenship are strongly encouraged to apply. International candidates with experience in DRC will also be considered.**

Responsibilities:

  • Lead and manage the overall Contract. Supervise and lead the regional team, responsible for overall implementation, results, and management.
  • Develop and oversee contract work plans, budgets, and reports based on expected contract outputs and results using an adaptive management approach.
  • Supervise and manage all work of local and international project staff (including employees and consultants).
  • Provide overall responsibility for all deliverables through CART 2, inclusive of data collection, monitoring, assessments, report generation, learning and dissemination activities, third party monitoring, and related tasks.
  • Ensure quality control and the overall responsiveness of TPM, MEL, Learning, Data Analysis, Knowledge Management, and Capacity Building technical assistance provided under the contract, including necessary adjustments to operations to fit the requirements of USAID/BHA and working environment in DRC, CAR, and ROC.
  • Identify issues and risks related to contract management in a timely manner and manage the activity’s financial resources in accordance with the budget as well as USAID/BHA policies and regulations.
  • Serve as the main point of contact between Social Impact, USAID/BHA, Government of DRC, CAR, and ROC officials, and related partners.
  • Oversee the project’s financial and contractual resources in accordance with the budget as well as USAID/BHA policies and regulations.
  • Manage the preparation and presentation of all reports.

Qualifications:

  • Master’s degree in the field of international development, business administration, public administration, social sciences, or related field.
  • Demonstrated experience supporting USAID/BHA MEL efforts.
    Experience in the oversight of MEL or M&E development or humanitarian programs as Chief of Party.
  • Demonstrated understanding of USAID initiatives, practices, and policies, including the USAID MEL practice, USAID Localization Initiative, etc.
  • Experience designing and conducting evaluations, monitoring, and oversight of TPM and MEL tasks for international development projects, ideally funded by USAID.
  • Experience managing research and/or M&E in non-permissive environments and conflict zones, preferably in DRC and the Central Africa region.
  • Proven supervisory, mentorship, and leadership capabilities for all levels of local and international staff (employees and consultants).
  • Excellent ability to deliver sound guidance, leadership, and solutions on a variety of TPM, MEL, Data Analysis, Learning, and other technical tasks.
  • Excellent demonstrated ability to effectively interact with and develop relationships with USAID, local professionals, international donors, host country government counterparts, and implementing partners.
  • Excellent oral and written English and French.
