Job Summary:

The contractor shall develop a video collaboration operating and expansion plan in support of client’s regional, and program goals, including potential expansion to other bureaus. The operating and expansion plan shall include, but is not limited to, the following: detailed recommendations for minimizing operational costs through more efficient use of available video collaboration tools, an in-depth cost benefit analysis comparing the cost of business travel to the use of available video collaboration tools, modular expansion recommendations as needed to support projected system growth targets, total cost of ownership (TCO) models for current and expanded deployment scenarios, , a cost benefit analysis report examining the benefits of replacing or integrating VidyoRoom systems with the Microsoft Teams platform, and shall provide an executive level power point summary presentation of all findings. The contractor shall analyze and document all current video collaboration tools available to the client including a detailed cost benefit analysis of each and shall provide an executive level power point summary presentation of all findings.  

In addition, the contractor(s) shall, upon request, implement performance improvement projects, evaluate programs, identify barriers and opportunities to achieving strategic objectives, and shall provide related executive level power point summary presentations as required and assigned.  The business analyst will also work with the Data Science team on projects approved by management that do not compromise his or her primary duties as outlined in this Statement of Work. The contractor shall support in the development and execution of a comprehensive video collaboration strategy including integration of the Vidyo system with the Microsoft Teams platform. The contractor shall perform technical consulting services including business analysis and requirements, technical writing, end-user and system training/workshops, asset management, change management, quality assurance management, system administration, support for all Assistant Director for Information Resources (ADIR) security functions, video teleconferencing support, 508 compliance support, the development of technical SOWs, Audio Visual (AV) design support, and other duties as required and assigned.  The contractor shall assist in developing requirements and business cases in support of video collaboration services including alternative and cost benefit analysis for related business cases and IT investment proposals as required and assigned.  The contractor shall develop and deliver custom video collaboration training which shall include end user and technical workshops, classes, multimedia presentations, and virtual education as required and assigned.  

Requirements:  

• Must have demonstrated experience with VTC systems/networks including planning and systems implementation. Client utilizes , Pexip, Tandberg / Cisco, Polycom. 
• Must have demonstrated experience in designing, architecting, developing, integrating, and delivering video based VTC solutions within large government agencies including the ability to integrate legacy platforms with Video platforms and to develop and execute transitions from infrastructures to Video platforms. 
• Must have demonstrated experience in conducting requirements gathering sessions and workshops. 
• Must have demonstrated experience in performing usability assessments, developing operational implementation plans, and delivering training and orientation to diverse audiences. 
• Must have demonstrated integration experience with VTC technologies within large government agencies. 
  The Policy, Planning, and Adoption respondent shall have 5+ years of demonstrated experience in operating and designing VTC deployments
• Demonstrated experience with databases (SQL and No SQL) and major Data Science libraries (Scikit Learn, Pandas, TensorFlow, and others) to pull data from all of client’s various conferencing platforms and develop a consolidated reporting framework that will help understanding their current operating environment in all its diversity and complexity and understand the impact of changes to their internal network across the country. 

Desired Certification:

• Avixa CTS: A Certified Technology Specialist (CTS)  
• Python certification 
• Infocomm CTS certification desired but not required.
