Job Duties:

The City of Virginia Beach Department of Planning & Community Development is recruiting a Planning Evaluation Coordinator to oversee and manage the Department’s environmental programs and serve as liaison to the city’s Chesapeake Bay Preservation Area (CBPA) Board and Wetlands Board. Suitable candidates will be required to coordinate and manage all associated Board activities and supervise Staff involved in the preparation of the monthly applications. Applicant must have the ability to explain and implement the City of Virginia Beach’s environmental ordinances, land use development requirements, and the City Council’s vision contained in adopted long-range plans in a customer-friendly, professional, and logical manner.

 Duties of this position include, but are not limited to:

  • Provide recommendations and comments to the CBPA Board, Wetlands Board, Planning Administrator, Deputy Planning Director, and Planning Director, as well as other city agencies; local, State and Federal commissions; and the public on a variety of environmental planning and permitting-related subjects as appropriate.
  • Responsible for the supervision of the environmental staff to ensure the successful coordination and preparation of the monthly Board agendas, including applications for administrative variances, Board variances, Board permits, and ordinance amendments.
  • Present staff recommendations on agenda applications to the CBPA and Wetlands Boards at meetings; coordinate and attend all applicable public hearings, workshops, site visits, and special meetings.
  • Lead, coordinate, and manage all annual reporting to external stakeholders as well as compliance reviews for the Department's various environmental programs.
  • Track waterfront approvals and coordinate with staff from Permits & Inspection on all related final inspection schedules; coordinate with Staff in other departments, as well as consultants and contractors.
  • Liaison with the City of Virginia Beach Department of Public Works (PW) Coastal, PW Real Estate, PW Stormwater Operations, and the Parks & Recreation Landscape Management Division for projects requiring multidisciplinary collaboration.
  • Respond to complaints regarding environmental and waterfront development projects and make recommendations to alleviate problems.
  • Drive strategic planning efforts for environmental regulations to ensure consistent messaging with community stakeholder groups.
  • Assist in the review of development-related applications, plans, and proposals for compliance with environmental regulations and standards and other related projects as applicable.
  • Supervise, train, monitor, and evaluate staff performance.
  • Perform other job duties requiring skills, knowledge, and physical requirements as demanded by those duties described or less. Individual assignments will be determined by the supervisor based on the current workloads and department needs.

Minimum Requirements:

MINIMUMS: Requires any combination of education (above the high school level) and/or experience equivalent to ten (10) years in fields utilizing the required knowledge, skills, and abilities and associated with such positions as land-use planner, environmental planner, architect, or landscape architect.

SPECIAL REQUIREMENTS: All employees may be expected to work hours in excess of their normally scheduled hours in response to short-term department needs and/or City-wide emergencies.

Preferences:

· Bachelor's or master’s degree in planning, Landscape Architecture, Engineering, Environmental Science, Public Administration, or related degree.
· Experience in public and/or private municipal government setting
· Site development plan review and project management experience
· Experience working directly with appointed boards & commissions on development applications
· Experience with the land development approval process, including interpreting and researching codes & ordinances
· Experience working with state and federal agencies such as the Department of Environmental Quality, the Army Corps of Engineers, the Federal Emergency Management Agency, and the Virginia Marine Resources Commission
· Working knowledge of the Chesapeake Bay Preservation Area Resource Protection Area, Joint Permit Application process, tidal/non-tidal wetlands criteria, and floodplain management
· Experience with meeting facilitation and public presentations
· Minimum of 1 year of supervisory experience leading a team of employees

VRS Contribution:   All full-time employees are required to contribute 5% of annual salary toward their retirement account; in accordance with VRS retirement provisions. This will be handled through a pre-tax payroll deduction.
