The City of Virginia Beach is recruiting for a Planner III to join the Planning & Community Development Department. This position requires knowledge of the advanced principles and practices of long-range, transportation, and transit planning and the relationship between long-range and current planning. The position will report to the Comprehensive Planning Administrator and will supervise other Planners in the Transportation Planning group.

Primary duties associated with this position are as follows:

  • Comprehensive Plan Policy: Serve as the Department’s subject matter expert for long-range transportation planning related to the Comprehensive Plan, Master Transportation Plan, and other city documents containing transportation elements.
  • Transportation Planning: Lead the Transportation Planning group in identifying and prioritizing local and regional transportation planning and project needs and provide technical services with special and cross-departmental and regional projects and plans. Provide research and analysis for planning efforts or completing state and federal grants.
  • Area Planning Policy: Maintain and update transportation elements in Strategic Growth Areas (SGAs) and other area plans.
  • Public Outreach and Input: Lead and facilitate public input on proposed Transportation Planning policies under consideration by the Planning Commission and City Council. Effectively communicate to a variety civic and professional organizations orally and in writing as needed.
  • Written and Verbal Communication: Interpret and analyze technical information and provide written and verbal information to internal and external groups; assist with the facilitation of public meetings; develop written reports, maps, meeting summaries, and briefings related to Transportation Planning and development for Strategic Growth Areas. Proficiency with geographic information systems and visualization software such as ArcGIS and Adobe is preferred.
  • Boards and Commissions: Represent the Planning Department and provide technical assistance to staff, boards, commissions, Council, and public and present reports, staff recommendations, and other findings.
  • Interagency Support: Participate in various city/state/regional/federal level working groups related to Comprehensive, Area, or Transportation Planning.

Minimum Requirements:

Minimum Qualifications: Bachelor’s degree in Planning, Geography, Urban Studies, Architecture, Political Science or related
field and four (4) years of experience utilizing the knowledge, skills, and abilities associated with such positions as Planner or Landscape Architect OR any combination of related education (above high school level) and years of experience equivalent to eight (8) years.
Special Requirements: All employees may be expected to work hours in excess of their normally scheduled hours in response to short-term department needs and/or City-wide emergencies.

Preferences:

· Considerable knowledge and experience with the principles of transportation and planning.

· Practical experience developing long-range transportation plans, reviewing, and commenting on transportation recommendations for site-specific development projects, and advancing multi-modal transportation policy in land use development.

· Master’s Degree in Urban/Regional Planning or related fields.

· Proficiency with ArcGIS, Adobe, or similar products.

· Licensure and/or certifications such as AICP, LEED, PLA (Professional Landscape Architect), AIA (American Institute of Architects).

· Strong technical writing, document preparation, and presentation skills.

· Experience with leading or facilitating public outreach

VRS Contribution:   All full-time employees are required to contribute 5% of annual salary toward their retirement account; in accordance with VRS retirement provisions. This will be handled through a pre-tax payroll deduction.
