We are currently recruiting for a Systems Engineer I ($70,628 - $109,473) or Systems Engineer II ($77,867 - $120,694) to work on our GIS Infrastructure, Development & Coordination Team. The GIS Systems Engineer job duties will include, but are not limited to:
Duties: This position serves as the Systems Engineer in the City's Center for Geospatial Information Services. In that capacity, the individual installs and configures Esri manufacturer supplied system software and hardware to maintain or enhance the enterprise GIS offerings and maintenance procedures (GIS Enterprise Server, Online, Networks, Desktop, and database systems and configuration)
Systems Engineer I level: Any combination of education (above the high school level) and/or experience equivalent to six (6) years in fields utilizing the required knowledge, skills, and abilities and associated with such positions as junior systems engineer, systems analyst, GIS analyst, systems engineering operating, and/or technical systems analysis. Two (2) years of which must include GIS systems ArcGIS Enterprise, ArcGIS Online and ArcGIS Pro administration, security, configuration, and deployment. Esri Technical Certification ESDP2201: Enterprise System Design Professional 2201 or ability to earn certification within three (3) years.
Systems Engineer II level: Any combination of education (above the high school level) and/or experience equivalent to eight (8) years in fields providing the required knowledge, skills, and abilities and associated with such positions as systems engineer, systems analyst, GIS analyst, systems engineering operating, and/or technical systems analysis. Four (4) years of which must include GIS systems ArcGIS Enterprise, ArcGIS Online and ArcGIS Pro administration, security, configuration, and deployment. Esri Technical Certification ESDP2201: Enterprise System Design Professional 2201 or ability to earn certification within two (2) years.

Minimum Requirements:
Systems Engineer I Minimums: Requires a Bachelor’s Degree in an Information Technology related field plus two (2) years of professional IT experience; OR any combination of education (above the high school level) and/or professional progressive IT experience equivalent to six (6) years in fields utilizing the knowledge, skills and abilities in technology systems, systems functions and systems capabilities; and associated with such positions as Systems Engineer, Network Engineer, Database Administrator or Programmer Analyst. May be required to have a current and valid drivers license.

SPECIAL REQUIREMENTS: All employees may be expected to work hours in excess of their normally scheduled hours in response to short-term department needs and/or City-wide emergencies. Must be available to work evenings, weekends, holidays, and overtime when required to meet operational needs. Position may require one or more Expert Level Industry Certifications specific to the work to be performed and maintain currency of those, or successor, certifications; such required certifications will be listed in the requisition that announces the vacancy.

Preferences:
Bachelor’s Degree in a GIS or closely related field such as Information Technology, Computer Science, Geography, Cartography, Planning, or Engineering;
Experience installing configuring, administration, troubleshooting and resolving issues with GIS applications such as ArcGIS Pro, ArcGIS Enterprise, ArcGIS Online, or ArcGIS field and mobile deployments;
Experience deploying GIS web and Cloud applications such as ArcGIS Online, Web Adaptors, ArcGIS Portal, and ArcGIS Enterprise; Experience designing, publishing, and utilizing REST services and XML/json standards as a means of data-interchange and systems integration;
Experience installing, using, implementing, managing, and maintaining database management systems in a GIS environment such as MS SQL Server, PostgreSQL or Oracle;
Experience utilizing industry standard ETL (Safe Software's FME products, Mulesoft, etc.) & scripting languages (Python, Powershell, etc.) to automate the transfer of information between various systems;
Special Instructions:
This position requires in-office work hours and offers a hybrid telework schedule.
This is an Alpha I Status Position: Employees in an Alpha 1 status are in essential service capacities. Employees are required to report to a worksite or work location - within 2 hours - regardless of the City’s operational condition.
Must be available to work evenings, weekends, holidays, and after hours when required to meet operational needs. Standby 24/7 technical support (rotation) is required.

*** CJIS/PREA Disclaimer: This position will provide direct support to the City’s Public Safety departments and will have physical access to public safety buildings and/or access to confidential and sensitive public safety databases. As such, and in compliance with federal regulations and guidelines, City of Virginia Beach IT staff and contractors must receive a Criminal Justice Information Systems (CJIS) and may require a Prison Rape Elimination Act (PREA) criminal background clearance prior to employment and annually thereafter while employed or under contract with the City of Virginia Beach. Automatic disqualifiers related to the CJIS and PREA criminal background checks apply, including but not limited to, US Citizenship and/or minimum ten (10) years US Residency requirements.
VRS Contribution: All full-time employees are required to contribute 5% of annual salary toward their retirement account; in accordance with VRS retirement provisions. This will be handled through a pre-tax payroll deduction.
