Job Duties:

The City of Virginia Beach is looking to hire an Engineer II/III within the Public Utilities Department. This position will be responsible a variety of engineering duties and project management to support operations and the maintenance of public facilities. In this role, you will be managing the design and construction of capital improvement projects, focusing on water and sanitary sewer systems, pump stations, force mains and water distributions systems. As an integral team member, you will review construction plans, ensuring adherence to department and city specifications and collaborate closely with engineering consultants.

This position will be filled as an Engineer II or an Engineer III, depending on qualifications.

  • Engineer II - A. 14 - $67,264.80 to $94,567.21
  • Engineer III - A.17 - $77,867.40 to $120,694.47

Duties:

  • Serve as Project Manager and Engineer-in-Charge for water, sanitary sewer and stormwater projects and ensure timely and on-budget design and construction.
  • Perform contract administration for design and construction projects.
  • Conduct field investigations and interpret contract requirements.
  • Prepare reports and maintain project documentation and records.
  • Coordinate and administer project work orders, bids, contracts, and invoices.
  • Perform infrastructure condition assessment and manage water and sewer infrastructure rehabilitation projects.
  • Coordinate with City Departments, Public Utilities Operations, and Local and State Agencies.
  • Provide Engineering support for operation and maintenance of Public Utilities infrastructure.
  • Consistently apply independent decision-making skills.

Minimum Requirements:

Engineer II Minimum Qualifications: Requires a Bachelor’s Degree from an Accreditation Board for Engineering and Technology (ABET)
approved engineering or engineering technology program with possession of an E.I.T. (Engineer In Training) Certificate and two (2) years of progressive professional experience.

Engineer III Minimum Qualifications: Requires a Bachelor’s Degree from an Accreditation Board for Engineering and Technology (ABET)
approved engineering or engineering technology program with possession of a Professional Engineer (P.E.) license from the Virginia Board of Architects, Professional Engineers, Land Surveyors, Certified Interior Designers and Landscape Architects (APELSCIDLA) and five (5) years of progressive professional experience.

Preferences:

Experience in management of capital improvement (CIP) construction projects
Experience in design and review of water, sanitary sewer and/or stormwater plans and specifications
Experience in evaluating water and sewer asset condition data
Experience in contract management for construction projects
Experience in coordination with multiple departments, consultants and agencies
Possession of Engineer-in-Training (EIT) certification
Possession of Professional Engineer (PE) license

Special Instructions:

This is an Alpha I position. Alpha I employees must be available to work when other city offices may be closed or operating with limited personnel due to “modified” or “essential” operating conditions. This usually occurs during severe weather conditions such as hurricanes, heavy snow, ice storms, or flooding.

An Engineer II requires an E.I.T and an Engineer III requires a P.E.

VRS Contribution:   All full-time employees are required to contribute 5% of annual salary toward their retirement account; in accordance with VRS retirement provisions. This will be handled through a pre-tax payroll deduction.
