Job Duties:

The City of Virginia Beach is recruiting for a Planner II position to support the Planning Commission, which is an 11 member body appointed by the City Council to review land use and zoning matters in Virginia Beach. 

 

Duties of the position may include, but are not limited to:

  • Prepare and present reports for public hearings to various boards or commissions.

  • Prepare reports and maps on topics such as land use, zoning, area planning, comprehensive planning, Chesapeake Bay Preservation Area, urban design, and wetlands.

  • Provide spatial analysis to be utilized for area and comprehensive plans.

  • Serve as staff liaison to various City Council appointed boards, commissions, and committees to ensure development follows proper guidelines.

  • Evaluate or assist in the evaluation of re-zonings, ordinance amendments, site plans, subdivisions, conditional use permits, variances, and other proposals.

  • Coordinate community review of public and private development projects.

  • Assist with the development of architectural and design guidelines as related to land use.

  • Conduct field evaluations and assessments.

  • Interpret the zoning ordinance and the City Council requirements as they relate to site plans, subdivisions, and Planning Commission agenda items.

Minimum Requirements:

MINIMUMS: Bachelors degree in Planning, Geography, Urban Studies, Architecture, Political Science or related field and two (2) years of experience utilizing the knowledge, skills, and abilities associated with such positions as Planner or Landscape Architect OR any combination of related education (above high school level) and years of experience equivalent to six (6) years. SPECIAL REQUIREMENTS: All employees may be expected to work hours in excess of their normally scheduled hours in response to short-term department needs and/or City-wide emergencies.

Preferences:

Bachelor's or Master's degree in Urban/Regional Planning or related field.
Excellent verbal, written, and interpersonal communication skills with a customer service focus.
Experience in municipal government directly with appointed boards and commissions.
Experience reviewing and evaluating site layout/design.
Experience with meeting facilitation and public presentations.
Experience negotiating/managing development projects.

VRS Contribution:   All full-time employees are required to contribute 5% of annual salary toward their retirement account; in accordance with VRS retirement provisions. This will be handled through a pre-tax payroll deduction.
