Job Purpose:

This position will lead the tobacco control program in China. The core mission of the program is to support capacity building of national and subnational health agencies in the government to advance tobacco control policies and implementation. Support to government collaborators is provided through both technical advice by the team and financial assistance in the form of grants, which are funded by the Bloomberg Philanthropies. Main responsibilities of this position include building relationship with tobacco control stakeholders in the governmental and non-governmental sectors, leading the strategic planning and implementation of the program, managing the tobacco control team in the office, and fostering and maintaining collaboration with domestic and international partners.

Duties and Responsibilities:

Program Management - 

  • Lead the development of a strategic plan for the tobacco control program in China, including setting goals, priorities, and strategies;
  • Provide regular advice to the Tobacco Control Division leadership on the strategic direction of the program in China;
  • Provide overall management of the tobacco control grants program in China;
  • Conduct political and stakeholder mapping to identify opportunities to advance tobacco control;
  • Manage program budget and oversee payments to grantees in coordination with Contract Administrator;
  • Provide regular strategic and technical support to grantees in the development and implementation of tobacco control policies;
  • Perform grant management duties including reviewing grants, making funding decisions for grant applications, and evaluation of grantee performance etc;
  • Monitor program implementation to ensure compliance with local laws and regulations for international organizations.

Partnership and Communications - 

  • Build, cultivate and maintain strategic relationships with national and subnational governments, leading CSOs/NGOs, and academic institutions in the tobacco control and public health field as well as in the non-health sectors in China;
  • Sustain collaboration between the China team and international organizations working in tobacco control;
  • Establish new partnerships with government agencies, thinktanks, academic institutions, and NGOs;
  • Engage in regular communication and conduct calls with both domestic and international partners working in tobacco control;
  • Support the Country Director at Vital Strategies in preparing press releases and other communication materials; as well as other support as needed;
  • Represent the Vital Strategies tobacco control China team at domestic and international meetings and events;

Team Management & Office Management - 

  • Provide overall management of the tobacco control team in China including hiring new staff, onboarding, performance management, coaching and professional development
  • Support the Country Director in developing and executing organizational and administrative policies;
  • Lead the procurement process for consultants for the tobacco control program with support from Vital Strategies China Office;

Qualifications:

Education - 

  • Master’s degree in public health or a relevant field (e.g. public policy, public administration, law, business administration) is required;

Skills and Capabilities - 

  • Technical knowledge and training in public health, noncommunicable diseases, and tobacco control;
  • Ability to lead and direct programmatic work, including setting goals and making strategic decisions to achieve the program’s objectives;
  • Excellent communications skills; Fluent in both written and oral English and Chinese.
  • Ability to network and connect with global health leaders. Strong diplomatic skills in communicating and working with government officials;
  • Good judgement, integrity, and professional values
  • Strong organization and management skills;
  • Ability to work collaboratively with others and across different time zones;
  • Ability to build strong, ongoing, impactful relationships at all organizational levels and across a diverse range of cultural, generational, ethnic, racial, educational, and social backgrounds;

Experience:

Required - 

  • A minimum of 12 years of work experience including at least 3 years of managing a team of 5 to 10 members;
  • Strong budget management experience;

Preferred - 

  • Prior work experience at international organizations is required;
  • Experience working in the government health sector, public health organization, or as a leader of public health projects
  • Experience in grants management
  • Experience in team leadership and management

Working Conditions and Physical Requirements:

  • Ability to travel 30% of time.
