Job Purpose:

Vital Strategies is seeking qualified candidates for the position of Program Manager for the Overdose Prevention Program. Vital Strategies is funding projects and providing technical assistance tailored to the overdose epidemic on the ground in specific U.S. states. We are assisting local partners in reforming policy, innovating programs, and mobilizing communities at the neighborhood, municipal, county and state levels. Our work is expanding to include additional states, and we are hiring staff to manage that expansion.

The Program Manager will work as part of a team, under the direction of the Senior Technical Advisor, focused on program planning and implementation activities related to technical interventions for reducing overdose deaths in specific states. The position is based in New York City, and the salary range is $73K-$85K (salary flexible and commensurate with experience). The candidate must have eligibility to work in the U.S. at time of hire


Duties and Responsibilities:

1. In collaboration with team members, develop, negotiate, and monitor implementation of relevant sub-grants to state and local governments, providers, organizations, coalitions, and other stakeholders

2. Lead or assist with managing projects and monitoring program performance from sub-grantees and consultants funded for state and local projects

3. Provide supervision and mentorship to one or more embedded staff with state and/or local governments, as assigned

4. Collaborate with and provide support for local stakeholders and expert consultants on the planning, design, and implementation of specific technical interventions in states, including planning and managing events, convenings, trainings, or other arrangements to promote and catalyze interventions

5. Research topics, synthesize information, and prepare reports and presentations for program implementation and external requests, as assigned

6. Maintain scientific, policy, and practical expertise on technical interventions for overdose prevention, including analysis of jurisdictional applicability

7. Support and facilitate survey design and administration or other assessment tools to inform program implementation, as needed

8. Support data and evaluation activities with sub-grantees and other partners and stakeholders

9. Serve as a resource for specific core team activities, as needed

10. Apply an intersectional racial justice framework in planning and implementing interventions

11. Participate in and contribute to coalitions, task forces, and other stakeholder groups, where appropriate and as assigned

12. Other duties, as assigned



Education and Degree - 

· Bachelor’s degree required, Master’s or equivalent certification preferred, in public health or related field

Skills and Abilities - 

· Knowledge of drug use/overdose/harm reduction policy

· Familiarity with legislative and regulatory processes, and levers of influence and change

· Strong analytic skills, including for policy and/or data issues

· Skillful in literature searches and information-gathering strategies on policy and program issues

· Excellent organization and time management skills

· Excellent oral, written, and interpersonal communication skills

· Demonstrated ability to work collaboratively as well as autonomously

· Intermediate knowledge in Microsoft Office. Use of pivot tables, V-lookups, and formulas preferred.

· Strong project management skills, with the ability to make sound, informed judgments



Required - 

· 6+ years of professional experience in public health & public policy or related experience

Preferred - 

· Policy advocacy & governmental agency experience

· non-profit work experience


Working Conditions and Physical Requirements:

· Individual may be required to occasionally move between partner offices in the New York City area. In addition, up to 30% of time in domestic travel may be required to attend meetings.
