This position will oversee implementation of the Bloomberg Initiative, To Reduce Tobacco Use program, and other tobacco control initiatives under the oversight of Vital Strategies China. The hired individual will be responsible in providing strategic guidance and technical input to program implementation, cultivate new collaborations with international and domestic partners while maintaining the current partnership.

The salary for this position is Gross: 440,000-560,000. Vital Strategies is an international public health organization.  We develop and oversee programs to strengthen public health systems and address leading causes of morbidity and mortality, providing expertise in project implementation and management, strategic communications, epidemiology and surveillance, and other core public health capacities. Job Purpose

This position will oversee implementation of the Bloomberg Initiative To Reduce Tobacco Use program and other tobacco control initiatives. The hired individual will be responsible in providing strategic guidance and technical input to program implementation, cultivate relationships with new international and domestic partners while maintaining current partnerships.

Duties and Responsibilities

Program and Team Management

  • In coordination with the leadership at Vital China and the partner organization (The UNION) manage the overall operations of the Tobacco Control program at Vital Strategies China including: the review and evaluation of the results of program activities, allocation of resources for greater program effectiveness and efficiency, developing organizational and administrative policies, and developing short and long-term strategic plans with measurable objectives.
  • Coordinate with and support the Operations team (Ops team) and the Finance Manager at Vital China in the overall management of staff, procurement, program budget and payments; as well as recruit new team members in consult with team members and partner.
  • Ensure overall programmatic compliance with local laws and regulations and maintenance of relationship with the supervision authorities in Shandong province with support of the Vital China Country Director.
  • Collaborate and support the leadership at Vital China and at the partner organization (The Union) in the development and implementation of all tobacco control and other public health programs in China.
  • Provide information, advice, and counseling to the Vital and partner leadership team in the creation of policies, strategic direction and planning related to the Tobacco Control China program, taking into consideration evolving political and policy environment and opportunities.
  • Explore, identify, and cultivate partnership or collaboration with new government partners, thinktanks, academic institutions, and civil society organizations.
  • Maintain regular, close, efficient, and strong working relationships with grantees and partners in the region; as well as plan and lead coordination meetings with grantees and other partners.
  • Plan, organize, and participate in grant negotiations and monitoring visits for funded projects, as well as provide technical advice in the strategic directions and activities of funded projects.
  • Review and provide recommendations on grants proposals/projects, as required.

 

Strategic communications

  • In coordination with the leadership at Vital China and partners, develop and implement tobacco control and other public health programs in China.
  • Liaise with national and international organizations, such as the National Health Commission, China CDC, Chinese Center for Health Education, local governments, other grantees, local NGOs, universities as well as other international organizations, including the donor, Bloomberg Philanthropies, its international partners, and the Gates Foundation.
  • Establish and maintain an effective system of communications with the partner organizations to build and maintain a positive image of the Tobacco Control program in China.
  • Represent the Tobacco Control program at domestic meeting and events.
  • Coordinate and assist in the creation, collection, and sharing of tobacco control related information.
  • Provide regular written and verbal reports as needed.
  • Provide other support to the leadership at Vital China and at the partner organization as needed.

Qualifications

Education and degree

  • Has a graduate degree in a relevant field (e.g., public health, public relations, public administration, business administration, etc.)
  • Post-Graduation / Doctoral degree will be added advantage OR demonstrable years of experience in public health at international organizations, government or not-for-profit organizations.

Skills & abilities

  • Has experience working in the public health field; prior work experience working in noncommunicable diseases or tobacco control field will be an added advantage
  • Excellent communications skills; including professional English and Chinese report writing and presentations

Experience required:

  • Has at least 12 years of experience creating, maintaining, and working with multi-sectoral partnership, especially with government agencies
  • Has at least 3 years of experience coordinating with a dynamic work environment with partners from international intergovernmental and nongovernmental organizations
  • Has at least 3 years of experience managing a team of 5 to 10 members

Experience preferred:

  • Prior working experience in an NGO is a plus but not required

Working Conditions and Physical Requirements:

  • Ability to travel 30% of time.
  • Candidates must have valid work authorization to work in Beijing, China
