The position is based in New York City with a hybrid work schedule, and the salary range is $73,600 - $85,866. The candidate must have eligibility to work in the U.S. at time of hire.

Vital Strategies is seeking qualified candidates for the position of Evaluation Manager for the Overdose Prevention Program. Vital Strategies is funding projects and providing technical assistance tailored to the overdose epidemic on the ground in specific U.S. states. We are assisting local partners in reforming policy, innovating programs, and mobilizing communities at the neighborhood, municipal, county and state levels. Our work is expanding to include additional states, and we are hiring staff to manage that expansion.

The Evaluation Manager will work with the Senior Technical Advisor and as part of the program technical team to provide expertise and support, including outcomes monitoring related to technical interventions for reducing overdose deaths in specific states. The position is based in New York City. 

Duties and Responsibilities:

  1. Work collaboratively with the OPP technical team to design and implement a monitoring and evaluation process for supported projects.
  2. Consultation with state teams on the development of project monitoring frameworks.
  3. Consultation with state teams project-focused evaluations, including considerations of project context and environment.
  4. Assist in the design and management of a real-time outcomes reporting system related to OPP objectives for internal and external stakeholders.
  5. Assist with managing multiple ongoing evaluation projects and studies with external research and evaluation partners.
  6. Conduct analysis to guide targeted overdose prevention and response efforts.

 

Qualifications:

Education and Degree - 

  • Bachelor’s degree and/or Master’s degree in public health, public policy, or other health-related field is preferred. 4 years of relevant experience will be considered.

Skills and Abilities - 

  • Excellent oral, written, and interpersonal communication skills
  • Demonstrated ability to work collaboratively as well as autonomously
  • Candidate should have high degree of comfort interpreting data analysis and research findings, integrating and synthesizing information from a variety of sources, and understanding the strengths, shortcomings, and applications of various sources.
  • Ability to develop a program logic, connecting theory with activities and outcomes.
  • Moderate technical skills required, including proficiency in Excel. Experience with data management and visualization platforms such as PowerBI Tableau, REDCap, ArcGIS or other mapping software are preferred.
  • Familiarity with performance management, including developing outcome metrics, tracking and interpreting trends
  • Ability to present complex information in an easy-to-understand manner is key
  • Demonstrated understanding of substance use, overdose, and effective practices in reducing overdose deaths, including non-judgmental harm reduction approaches, highly preferred.

 

Experience:

Required - 

  • Minimum of three (3) years’ experience working in Public Health, Health Policy, or consulting in public health is required. Additional experience is preferred and will be considered as a strength in the evaluation of a candidate.
  • Has had prior experience leading intervention design, planning or program evaluation in a previous role

Preferred - 

  • Research assistance in either survey development, data collection and management, or technical report writing.
  • Experience with applied data analysis highly desired. This could entail experience conducting data analysis or synthesizing research to inform operational or strategic decision-making
  • Prior experience providing assistance with strategic planning or program evaluation with a diverse set of stakeholders and priorities.

 

Working Conditions and Physical Requirements:

Individual may be required to occasionally move between partner offices in the New York City area. In addition, up to 30% of the time in domestic travel may be required to attend meetings.
