Vital Strategies India Services Private Limited, is a private limited company focused on strengthening and revitalizing public health systems through design and supporting scalable solutions to leading causes of death, disease and injury. Vital Strategies provides technical assistance, consultation, as well as project management, design and evaluation to a wide range of private and public sector clients, in order to further its mission to improve and save lives, including through non-communicable disease prevention, environmental health and urban health, with specific areas of focus in tobacco control, data for health, cardiovascular health, road safety, overdose prevention, air quality, obesity prevention and tuberculosis research.

The mandate is to provide technical assistance to the World Bank on social and behavior change communication (SBCC) focused on noncommunicable diseases (NCDs) as part of the Bank’s implementation support for the Tamil Nadu Health System Reform Program (TNHSRP).

The TNHSRP focuses on critical institutional strengthening and state capacity building to improve quality of care, strengthen management of NCDs, and reduce inequities in reproductive and child health (RCH) in the state of Tamil Nadu, India. The Program has three results areas:
1) Improved Quality of Care
2) Strengthened Management of NCDs and Injuries
3) Reduced Equity Gaps in RCH

In anticipation of this mandate, Vital Strategies is seeking a Tamil-speaking Technical Advisor, Social and Behavior Change and Communication for Noncommunicable Diseases, who will be the technical lead on this mandate and provide technical assistance to the World Bank.

This is a Fixed Term (12 months) role with a 6 month extension.
Candidates must be fluent in Tamil and English, and located in India, preferably Tamil Nadu or Delhi.

Vital Strategies will work under the direction and supervision of the World Bank’s Task Team to provide research and analytics to inform the dialogue on SBCC for NCDs. The Technical Advisor will provide implementation support on technical and operational aspects of SBCC, including:

    • Conduct situation analysis to generate rigorous evidence and data for the World Bank to enhance its dialogue with the Government of Tamil Nadu (GoTN) regarding the NCD SBCC Strategy:
    • Support and review the development of SBCC tools and materials
    • Support the Task Team to share knowledge, global experiences and evidence on development and implementation of SBCC strategies
    • Support evaluation of the implementation of the NCD SBCC Strategy
    • Situation analysis (including desk review and formative research) to provide the rigorous evidence and data to inform the GoTN’s options for their NCD SBCC Strategy

Outputs of the consultancy will include:

    • Feedback on terms of reference for an agency that will develop tools/materials to facilitate implementation of the NCD SBCC Strategy
    • Inputs, review, feedback and technical advice on training strategy for implementation of the NCD SBCC Strategy
    • Inputs, reviews, feedback and technical advice on training materials/curriculum to accompany the training strategy
    • Inputs and feedback on training of trainers and initial step-down trainings
    • Technical support for annual reviews of NCD SBCC Strategy implementation, including guidance on monitoring implementation of the NCD SBCC Strategy

Education and degree

  • Graduate degree in Public Health, Behavioral Sciences, Health Communication, Health Promotion and Education, or related field (or its equivalent).

Skills & abilities

  • Excellent written and verbal communication skills in Tamil and English
  • Deep, rigorous, research-driven expertise in SBCC, including designing and implementing SBCC strategies
  • Proven experience with SBCC for NCDs
  • Experience developing SBCC training modules/manuals, delivering trainings, and building capacity.
  • Demonstrated training and facilitation skills especially in SBCC and social norms approaches
  • Demonstrated ability in program design, implementation, monitoring and evaluation
  • Team-player with good inter-personal skills
  • Ability to lead on writing processes and timely submission of key contractual deliverables- progress reports, project briefs, learning documents, etc.
  • Proficient in computer skills and use of relevant software and other applications (e.g. word processing, spreadsheet, database, internet).


  • Minimum of 8 years of experience in SBCC as applied to global health/NCD programs
  • Experience in communication and behavioral based measurement and evaluation (M&E).
  • Experience designing and implementing behavior change approaches, with preference for experience in social norms and/or social marketing
  • Demonstrated successful experience collaborating across programs and strong communication and interpersonal skills, with ability to productively interact with a wide range and levels of organizations (government, private sector, other development project teams, NGOs, etc.).
  • Demonstrated experience in program design, implementation, including participatory approaches
  • Experience in establishing and maintaining collaborative relationships with implementing partners, donors and government counterparts
  • Previous experience of working in partnerships with local NGOs, INGOs, consultancies and ministries.
  • Experience and knowledge of Monitoring and Evaluation including impact measurement research approaches.

Working Conditions and Physical Requirements:

  • Presence in Tamil Nadu (preferred) or Delhi.

Additional Information:
