Job Purpose:

Vital Strategies is seeking qualified candidates for the position of Legal Technical Advisor for the Overdose Prevention Program. Vital Strategies is funding projects and providing technical assistance tailored to the overdose epidemic on the ground in specific U.S. states. We are assisting local partners in reforming policy, innovating programs, and mobilizing communities at the neighborhood, municipal, county and state levels. Our work is expanding to include additional states, and we are hiring staff to manage that expansion.

The Legal Technical Advisor will work with the Senior Legal Technical Advisor and as part of the program technical team to provide expertise and support, including research, policy analysis, training and strategy related to technical interventions for reducing overdose deaths in specific states. The position is based in New York City, and the salary range is $88K-$102K (salary flexible and commensurate with experience). The candidate much have eligibility to work in the U.S. at time of hire


Duties and Responsibilities:

1. Under the supervision of the Senior Legal Technical Advisor, provide legal expertise and support to program team, including legislative and regulatory analyses, interpretation of legal decisions, and other forensic items and projects, and provide timely information to program staff on same

2. Support development of strategy and collaborate with program team and local stakeholders on the planning and design process for specific technical interventions in each state, including projects focused on legal and policy barriers and facilitators to overdose prevention

3. Assist with design and delivery of technical assessments, training, and support to program team, state and local partners, and sub-grantees

4. Maintain scientific, policy, and practical expertise on technical interventions

5. Conduct legal and policy research on specific subjects as directed by Senior Legal Technical Advisor and in response to request for information from program staff or external partners

6. Represent the program, facilitate relevant stakeholder meetings, and deliver presentations

7. Serve as a resource for specific core team activities, as needed

8. Apply a racial equity framework in planning and implementing interventions

9. Provide support for communications needs, where appropriate and as assigned

10. Participate in and contribute to coalitions, task forces, and other stakeholder groups, where appropriate and as assigned

11. Other duties, as required



Education and Degree - 

· Juris Doctor

Skills & Abilities - 

· Excellent oral, written, and interpersonal communication skills

· Demonstrated ability to work under pressure and deliver against tight deadlines

· Demonstrated ability to work collaboratively as well as autonomously

· Understanding of legislative and regulatory processes and levers of influence and change in state policy

· Strong analytical and problem-solving skills

· Ability to navigate various interests and operate in dynamic and complex political environments

· Knowledge of drug use/overdose/opioids policy, including criminal legal issues preferred

· Understanding of legal and policy drivers of racial inequity in health and social determinants impacting drug use and overdose



Required - 

· 2+ years of related work experience

Preferred - 

· Public health training

· Policy advocacy experience, and/or

· Governmental agency work experience


Working Conditions and Physical Requirements:

Individual may be required to occasionally move between partner offices in the New York City area. In addition, up to 30% of time in domestic travel may be required to attend meetings.
