The Consultancy

This is an initiative of the Public Health Programs of Bloomberg Philanthropies. It will support the city of Guadalajara to effectively implement best-practice road safety activities, including running hard-hitting media campaigns to raise road user understanding of risk factors, training police in best practice enforcement, strengthening data systems and redesigning high-crash, high-fatality corridors and intersections. Vital Strategies is an implementing partner of the Initiative, responsible for the overall coordination of the program. The Mobility Coordinator, based in Guadalajara, Mexico will be responsible to support the road design, infrastructure, and sustainable transport activities of the Bloomberg Initiative for Global Road Safety. The position will be embedded at the Mobility Department (Dirección de Movilidad de Guadalajara), with dual accountability to the Department and Vital Strategies. The Mobility coordinator will specifically work with transportation, public space, urban design and safe mobility agencies in Guadalajara and the Bloomberg Initiative partners to enhance the safety of the road network of the city.

Deliverables:     

  • Support/assist the work of the Bloomberg Initiative in Guadalajara across various government agencies as well as the work of diverse international partners, to reduce road injuries and deaths from an urban design perspective, especially WRI.
  • Coordinate design and planning for safer streets and safer mobility systems across relevant agencies.
  • Analyze and produce designs, drawings, blueprints, and other materials for new designs or proposed projects to enhance the safety of the road network with special attention to vulnerable users.
  • Design and coordinate production of standard reports to be shared among all parties.
  • Develop and implement mechanisms for coordinating government’s interaction with WRI, Vital Strategies, government, and other initiative partners.
  • Other deliverables as instructed.

Ideal Qualifications:

  • 4-6 years of experience
  • Fluency in English and Spanish
  • Professional English and Spanish writing ability
  • Bachelor or Master’s degree in transport engineering, architecture, urban planning, transport management or similar.
  • Experience preparing project proposals and reports related to safe mobility.
  • Significant experience engaging government, police, media, and civil society
  • Ability to work with interdisciplinary teams and technical and non-technical actors
  • Prior experience of working with local transportation agencies
  • Experience in traffic studies of transit systems (vehicular, pedestrian and cyclist traffic counts)
  • Experience with data analysis and able to generate diagnosis of urban networks
  • Prior knowledge of the local context around mobility and accessibility issues
  • Residency and valid work permit to work in Mexico.

Desirable skills

  • Experience with road safety audits is a plus.
  • Experience using relevant software (Sketchup, 3dmax, ArcMap or Quantum Gis, Power BI, AutoCAD & Revit).
